Traffic signal activation at the intersection of Route 54 and Liberty Valley Road.
Montoursville, PA – Motorists are advised that a multi-year intersection improvement project continues along the Route 54 corridor near the Route 642 west (Liberty Valley Road) and Route 642 east (Jerseytown Road) intersection in Valley and Mahoning townships, Montour County.
Today, October 23, 2025, the traffic signal at the intersection of Route 54 and Liberty Valley Road will be activated to flash mode. The signal will remain in flash mode until the week of October 27, 2025, when it will be fully activated. The contractor will continue working on the new alignment for Route 642. Work will be performed Mondays through Fridays during daylight hours.
Traffic Signal Traffic Impacts
Route 54 will have a flashing yellow light.
- A flashing yellow light means caution.
- Motorists should slow down, look, and proceed through the intersection with care.
Liberty Valley Road / Red Roof Road will have a flashing red light.
- The flashing red light has the same meaning as a stop sign.
- Motorists should stop, look both ways, and proceed only after the intersection is clear.
Traffic Impacts
- Route 54 / Liberty Valley Road intersection.
- Church Hill Road and Red Roof Road are closed at the intersection of Route 54.
- A detour using Jerseytown Road (Route 642), Bogart Road, Red Roof Road and Sheraton Road is in place.
- An 11-foot width restriction is in place on Route 54.
- Church Hill Road and Red Roof Road are closed at the intersection of Route 54.
New Enterprise Stone and Lime Co., Inc. is the prime contractor on this $29.8 million intersection improvement project along the Route 54 corridor near the Route 642 west (Liberty Valley Road) and Route 642 east (Jerseytown Road). Work on the project includes realignment and signalization of the Route 54 and Route 642 intersection, bridge improvements, including replacement of the bridge deck that carries Route 54 over the Mahoning Creek, substructure repairs, and relocation of the park and ride. Additional work includes pavement repairs, widening, mill and resurface, line painting, and sign upgrades. Work on this project is anticipated to be completed in the fall 2029, weather permitting.
