Roadway Repair Project to Begin This Weekend on Shumway Hill Road in Charleston Township, Tioga County

Montoursville, PA – Motorists are advised that daily closures will begin Saturday on Shumway Hill Road (Route 3011) in Charleston Township, Tioga County, for a roadway repair project.

Between Saturday, August 23, 2025 through Saturday, September 13, 2025, Shumway Hill Road will be closed daily between Roundtop Road (Route 3009) and just south of Kravis Drive, entrance to Broad Acres, while a Pennsylvania Department of Transportation (PennDOT) maintenance crew performs work on a roadway repair project. Work on the project includes milling, or removing, the top layer of the roadway, base repairs, and paving using the recycled millings. 

A detour using Route 6 and Roundtop Road will be in place between the hours of 7:00 AM and 5:00 PM. Property owners will have access to driveways.

This roadway repair process, also known as reclamation, uses a process called Cold in Place Recycling (CIPR), which is anticipated to begin on September 15, after the milling and base repairs are completed. The CIPR process does not use heat to bond the asphalt together, but rather a specialized oil mix. Once the existing asphalt is ground up and infused with the oil, it is transferred to a paver and placed back on the road then compacted with rollers. The newly resurfaced road is left to cure for 30 days before applying a seal coat or bituminous wearing course to seal the road.

Motorists should be alert, slow down, expect delays in travel, and drive with caution.
