Indiana, PA – At a ceremony today, Pennsylvania Department of Transportation (PennDOT) Secretary Mike Carroll recognized 30 PennDOT employees for their outstanding performance with the Star of Excellence Award, PennDOT’s highest recognition. Two employees from PennDOT’s District 10, which represents Armstrong, Butler, Clarion, Indiana, and Jefferson counties were among the honorees.
“Our employees work hard to provide the very best transportation services to Pennsylvanians, and the millions of people who travel through the Commonwealth every day,” said Carroll. “Our Stars of Excellence exemplify a dedication to public service and a strong work ethic, and I’m proud to honor them today.”
Local winners Aaron Emhoff and Pam Myers were honored this afternoon at an awards luncheon at the National Civil War Museum in Harrisburg.
“Aaron and Pam continually raise the bar through their dedication and drive to improve our processes,” said Brian Allen, District Executive. “Their leadership and initiative make a real difference for District 10, and we’re proud to have them on our team.”
Aaron Emhoff serves as the County Manager for Indiana County in District 10. Throughout his career, he has served as Assistant Highway Maintenance Manager and Highway Maintenance Manager in Jefferson County. After transitioning to Indiana County as Senior Highway Maintenance Manager, by utilizing Department Force staffing, Aaron has increased roadway coverage and delivered high‑quality results with significant cost savings. He actively mentors employees and contributes to training courses such as the Maintenance Management Training Committee (MMTC). Aaron’s strong communication and collaboration with employees, stakeholders, and transportation partners help ensure efficient service delivery and positive outcomes for the communities PennDOT serves.
Pam Myers, District Fiscal Program Administrator, manages the District Fiscal Office, ensuring funding is properly budgeted for personnel, operations, facilities, and project commitments. Pam confirms contracts are in place and guarantees timely payment to contractors, vendors, and suppliers. Pam and her fiscal team helped support the Governor’s initiative to register small business vendors, successfully registering the district’s first micro‑business this year.
The Star of Excellence Awards are presented annually to employees who represent the department’s values of service, performance and integrity. The recipients represent a variety of organizational positions, spanning from highway maintenance and driver and vehicle services workers, to traffic control specialists, engineers and more.
