Ryan Wescoat Named New Maintenance Manager for PennDOT's Warren and Forest County Offices

​Ryan Wescoat has been appointed the Highway Maintenance Manager for Warren and Forest counties, which is part of the northwest District 1 region of the Pennsylvania Department of Transportation (PennDOT).

In his new role, Wescoat will manage a $16.5 million annual budget and 117 employees. He will oversee winter services and routine transportation preservation activities for more than 340 bridges and over 750 miles of state-owned roadway, including surface treatments, drainage cleaning, bridge washing, sign replacements, and other cycle maintenance work. 

Wescoat attended the Pennsylvania College of Technology from 2004 to 2008, where he obtained a bachelor's degree in Construction Management.

He started his career with PennDOT 14 years ago as a Civil Engineer Trainee in the District 1 Bridge Unit. Two years later, he accepted an Assistant Manager position in Venango County. In 2012, he transferred to a similar position in Crawford County. After serving as the City of Titusville's Public Works Director from 2016 to 2019, Wescoat returned to his former PennDOT position in Crawford County with a goal of obtaining a position as a maintenance manager. For the past five months, Wescoat has been serving as the Acting County Manager for the PennDOT facilities in Warren and Forest counties.

“Ryan brings with him the experience of working at two other counties as well as the unique perspective of service with the local government. That should pay off dividends for Warren and Forest counties, which have been without a permanent manager for nearly a year," said Aaron Fox, Assistance District Executive - Maintenance. “We welcome his expertise as a member of PennDOT's regional leadership team for roadway maintenance as he takes on the unique challenges of the rural transportation grid and the harsh Warren County winters."

Wescoat has family ties to both counties, being raised in Warren County while his wife grew up in Forest County. He and Erica currently resides in Titusville with their daughter Ava.
