Online Plans Display for Route 30 (Lincoln Way West) Safety Improvement Project in Franklin County

Harrisburg, PA – The Pennsylvania Department of Transportation (PennDOT) invites the public to an online plans display regarding the Route 30 Section 150 (Lincoln Way West) Safety Improvement Project at the intersection of Lincoln Way West, Sollenberger Road and West Loudon Street in Hamilton Township, Franklin County.

The eastern limits of project will extend into Chambersburg Borough where eastbound and westbound traffic on Lincoln Way West split to become two one-way streets through the Borough, Lincoln Way West and West Loudon Street. Lincoln Way West is a two-way roadway to the west of the intersection.

The project consists of the following:

  • Widening Lincoln Way West to provide an additional westbound lane through the intersection of Lincoln Way West, Sollenberger Road, and West Loudon Street. The second westbound through lane is proposed to continue west until it becomes the right turn lane into the West Side Plaza.
  • Milling and overlay of the existing pavement.
  • Replacement of the traffic signal at Lincoln Way West / Sollenberger Road / West Loudon Street and timing modifications to the existing coordinated signals along Lincoln Way West.
  • Drainage and stormwater management improvements.
  • Extension of the existing culvert under Lincoln Way West to accommodate the widened roadway.
  • Curbing and islands along adjacent property to improve access management.
  • Pavement marking and signing upgrades.
  • Curb ramps with detectable warning surfaces and new sidewalk adjacent to the Corpus Christi Cemetery.
  • Retaining wall along Corpus Christi Cemetery to limit impacts to the cemetery.

This section of Lincoln Way West has an average daily traffic of 16,000 vehicles per day (vpd).

All traffic movements will be maintained by the use of barriers / channelizing devices / or short-term flagging operations.  No long-term detour is anticipated.

The project is currently in design, and construction work is anticipated to begin in April 2028 and be completed by November 2029.

A digital version of the information will be available to view online with public comments accepted through April 1, 2026.

The purpose of the plans display is to introduce the project and receive public input regarding any questions or concerns with the project. It is also an opportunity for the public to review and comment on the project.
