Dunmore, PA – The Pennsylvania Department of Transportation (PennDOT) invites the public to a plans display regarding the Route 307, Section D53 over Stafford Meadow Brook proposed bridge replacement project in Roaring Brook, Lackawanna County. This plans display will be held at 430 Blue Shutters Road, Roaring Brook Township on April 16 at 7:00 PM.
The purpose of the project is to provide a sustainable crossing over Stafford Meadow Creek by replacing the existing bridge to address the structural deficiencies and provide continued access to residents, businesses and emergency services.
The project consists of replacing the existing stone masonry arch bridge by constructing a new composite reinforced concrete bridge with new barriers. The work will also include relocation of two private driveways. Additional proposed work will include approach pavement reconstruction along Route 307 and guide rail upgrades. The proposed approach roadway width will consist of four 11’ travel lanes and 8’ shoulders.
Traffic control during construction will consist of a one-time seven-day detour (dates to be announced) followed by staged construction maintaining a single lane of traffic in each direction. The detour will be as follows:
- From Moscow: Route 690 to Interstate 380 then Interstate 84 to Interstate 81 southbound and back onto Route 307.
- From Scranton: Interstate 81 northbound to Interstate 380 eastbound to Moscow (Exit 22) make a right onto Route 690 then back onto Route 307.
It is anticipated that construction will begin in Summer of 2026 and will be complete by the Fall of 2028.
The public comment period is April 9, 2026 through April 23, 2026.
