Montoursville, PA – Lori Confer is the District Office Employee of the Quarter for the third quarter, 2026.
Lori serves as the District Time Advisor working in the Human Resources (HR) Unit. She is employed by the Office of Administration, assigned to Pennsylvania Department of Transportation (PennDOT) District 3. In this role, she is responsible for the processing of payrolls for nearly 1,000 district employees while navigating complex federal, state, and local laws and labor regulations. Lori also provides expert guidance and knowledge of the Family and Medical Leave Act (FMLA) to employees and assists the timekeepers from each of the district’s nine counties.
Lori consistently demonstrates the highest level of integrity in handling confidential and sensitive information. She approaches complex payroll discrepancies with patience and expertise, ensuring accurate resolutions. Her strong communication and customer service skills contribute to a supportive and positive work environment.
Lori is also recognized for her exceptional performance, meticulous attention to detail, and compliance with rules and regulations. She works efficiently and addresses questions or concerns with compassion and empathy. Her accurate payroll processing supports the district’s sound financial management. She embodies PennDOT’s core values and serves as a positive role model for others in the department.
Lori has been a Commonwealth employee for 9 years. She lives in Roaring Branch with her husband Dean. They share two sons and seven grandchildren, with whom she enjoys spending her spare time.
