Dunmore, PA – The Pennsylvania Department of Transportation (PennDOT) invites the public to an in-person and virtual plans display regarding Route 1002 (Calkins Road), Section D 52 Structure Replacement over the South Branch Calkins Creek Project in Damascus Township, Wayne County. The plans display will be held online and in-person for public viewing at the Damascus Township Municipal Building. The in-person public display meeting will take place on Wednesday, June 21, 2023, at the Damascus Township Building, 60 Conklin Hill Road, Damascus, PA 18415 from 6:00 PM to 7:00 PM.
The structure is located on Route 1002 (Calkins Road) over the South Branch of Calkins Creek in the village of Milanville.
The purpose of this project is to provide a safe passageway across the South Branch of Calkins Creek. The existing deck and structure have deteriorated and reached the end of its service life.
The project consists of replacing the existing single-span steel I-beam bridge supported on full-height concrete abutments with a single-span composite prestressed spread box beam bridge on full-height reinforced concrete abutments.
The reconstructed Route 1002 roadway (Calkins Road) and structure will consist of two 11'-0" travel lanes with a 4'-0" left southbound shoulder and 6'-0" right northbound shoulder. The increased shoulder widths are recommended to accommodate truck turning movements around the intersection. The Route 1004 and Route 1002 roadway (Milanville Road), will also be reconstructed throughout the intersection and project limits.
Additional work includes but is not limited to approach roadway reconstruction, guide rail upgrades, drainage improvements, grading, signing, pavement markings, and reconstruction of driveway tie-ins within the project limits. Three utility pole relocations are also anticipated to construct the project. Local access to driveways will be maintained during construction.
A detour for Route 1002 (Calkins Road) will be required to perform the proposed work. Route 1002 traffic will use an 11.5-mile detour using all state roads, including Route 1009 (Boyds Mill Road), Route 1007 (Butternut Flats Road), Route 1019 (Butternut Flats Road), and Route 1004 (Milanville Road). It is anticipated that the detour will be in place for approximately 16 weeks during construction.
Due to the close proximity of the bridge to the Milanville Road intersection, Route 1002 and Route 1004 (Milanville Road) traffic will be maintained using a single-lane, alternating pattern controlled by temporary signals during the construction of the proposed bridge. The northbound shoulder of Milanville Road (Route1002/Route1004) will be widened to maintain traffic during construction.
The project is currently in the preliminary design phase. It is anticipated that construction will begin in the spring of 2026 and will be complete by the fall of 2026.
The purpose of the public meeting and virtual plans display is to introduce the project and the associated maintenance and protection of traffic during construction to receive public questions, comments, or other input regarding the project.
The plans will be on display at the Damascus Township Building, 60 Conklin Hill Road, Damascus, PA 18415 on June 21, 2023, during the in-person public display meeting from 6:00 PM to 7:00 PM.
