PennDOT Announces Online Plans Display for the Route 1022, Culvert Project over Tributary to Dubois Creek in Liberty Township, Susquehanna County

Dunmore, PA – The Pennsylvania Department of Transportation (Penn DOT) will be presenting Route 1022, Section 552, Culvert Project over Tributary to Debois Creek at the Liberty Township Supervisors’ Meeting on Thursday, March 6, 2025, at 7:00 PM.  The public is encouraged to attend.  The meeting will take place at Grange Hall, 22130 State Route 29, Montrose, PA 18801. 

The purpose of the project is to address the deficiencies of the existing structure and provide continued safe and efficient access for the traveling public on Route 1022 over Tributary to Dubois Creek.

The project consists of the replacement of the existing single-span metal arch culvert with a precast concrete box culvert, on a similar roadway alignment. The replacement structure will be widened to accommodate two lanes with shoulders per design standards. The permanent approach roadway work will include tie-ins with the existing roadway and guide rail upgrades.

A detour is required to perform the proposed work. Traffic will be detoured along an 11.3-mile route via     PA-29 North, NY-7 (Montrose Drive), NY-7A (Conklin Road), and Route 1033 (New York Ave). It is anticipated that the detour will be in place for approximately three months during construction.

It is anticipated that construction will begin in the Spring of 2027 and will be completed by the fall of 2027.

The plans display will be held online and will be available from February 25, 2025, to March 25, 2025. The purpose of the plans display is to introduce the project, display and describe the planned detour, and receive public input regarding questions or concerns with the project.
