Dunmore, PA – The Pennsylvania Department of Transportation (PennDOT) invites the public to virtual and public plans displays regarding the State Route (SR) 4008 (Silver Creek Road), Section D01 Structure Replacement Project over Unnamed Tributary (UNT) to Silver Creek. The public plans display will be held at the Franklin Township Building, 715 Hawk Road, Montrose, PA 18801, on March 7, 2023, beginning at 7:00 PM.
The purpose of the project is to provide a sustainable crossing over UNT to Silver Creek that provides a two-lane bridge, addresses structural and hydraulic deficiencies of the existing structure, and provides continued access to local residents, businesses, and emergency services.
The project consists of the replacement of the existing single-span rolled steel I-beam bridge supported on stone masonry abutments with a precast box culvert. The permanent approach roadway work will include tie-ins with the existing roadway and the T-770 (Valley View Road) intersection. Stream restoration work will be completed upstream and downstream of the proposed structure to address streambed stability and sediment transport issues. Additionally, guide rail upgrades, drainage improvements, and reconstruction of one driveway within the project limits will be incorporated into the project. One utility pole relocation is expected to be necessary to construct the project.
Two detours will be required to perform the proposed work. SR 4008 and T-770 traffic will be detoured using all state roads. For SR 4008, the 13.5-mile detour will include SR 29 and SR 167. For T-770, the 4.2-mile detour will include SR 4002 and SR 29. It is anticipated that the detour will be in place for approximately 4 weeks during construction.
It is anticipated that construction will begin in the spring/summer of 2025 and will be complete by the fall of 2025.

The purpose of the plans display is to introduce the project, display and describe the planned detour, and receive public input regarding questions or concerns with the project.
