Overnight High Friction Surface Treatment Planned for Route 1009 (Frankstown Road) in Logan Township, Blair County, Starting July 21

The Pennsylvania Department of Transportation (PennDOT) is advising motorists to plan for overnight delays beginning at 8:00 PM Monday, July 21, through Friday, Aug. 1, for High Friction Surface Treatment (HFST) on Route 1009 (Frankstown Road) in Logan Township, Blair County.

Motorists can expect single-lane restrictions, standard nighttime flagging operations and delays of up to 15 minutes from 8:00 PM to 6:00 AM for HFST operations along Route 1009 (Frankstown Road).

HFST typically applied to roadways, including horizontal curves, intersections, and steep grades, to improve grip. The project also includes centerline rumble strips and pavement markings.

Cottle’s Asphalt Maintenance, Inc., of Everett, PA is the contractor for this $7.5 million project to provide safety improvements on the Route 1009 (Frankstown Road) corridor from Route 1021 (Amelia Avenue) to the Route 36 (Union Avenue) intersection with Route 1001 (East Plank Road/Pleasant Valley Boulevard). The anticipated completion date is September 2025.  

As always, PennDOT stresses extra caution in all work zones. Motorists should drive slowly, eliminate all distractions, and stay alert for direction from advanced signage and flaggers.     

Additionally, PennDOT reminds motorists that as of June 5, 2025, the "Paul Miller's Law" is in effect. This law prohibits the use of hand-held devices while driving, even while stopped temporarily due to traffic, a red light, or other momentary delay. Violation of this law is punishable by way of summary citations issued by any Pennsylvania Law Enforcement officer. We strongly urge motorists to make safe choices, put phones out of reach and don’t text and drive.
