Harrisburg, PA – The Pennsylvania Department of Transportation (PennDOT) invites the public to an online plans display regarding the Route 641 (Newburg Road) bridge replacement project in Franklin County. The project is located over a Tributary to Paxton Run near the intersection of Lurgan Road in Lurgan Township.
The purpose of the project is to provide a safe crossing of Newburg Road over the Tributary to Paxton Run as well as provide adequate width for future traffic, including buses, trucks, and pedestrians.
The project consists of replacing the existing steel beam bridge with a precast concrete box culvert, along with roadway improvements to the shoulders and installation of guide rail. The work includes a 13-foot, 6-inch width shoulder at the structure location in the westbound direction as a means of improving the turning radius for trucks that attempt to travel west from Lurgan Road. The remainder of the roadway corridor will allow for two 11-foot travel lanes with a 4-foot shoulder on the eastbound side and a variable shoulder width on the westbound side (2-foot minimum to 13 feet, 6 inches).
The bridge and roadway will be closed for approximately four months. Lurgan Road will also be closed at the intersection with Newburg Road. Local traffic will be able to access the roadway throughout construction. The proposed detour route will use Route 997 (Cumberland Highway) to Route 696 (Turnpike Road).
The project is currently in design and construction is anticipated to take place during the 2027 construction season.
The purpose of the plans display is to introduce the project and solicit public input, questions, or concerns regarding the project.
A digital version of the project plans and information will be available to view online, with public comments accepted through September 19, 2025.
