Harrisburg, PA – The Pennsylvania Department of Transportation (PennDOT) invites the public to an online plans display regarding the Route 616 (Baltimore Street) Safety Improvement Project in Glen Rock Borough, York County.
The proposed project consists of replacing the existing, failing stone masonry retaining wall. The wall was constructed in 1925 and parallels the South Branch of Codorus Creek. The wall must be inspected frequently due to deteriorating conditions. Parking along the structure is currently blocked due to the roadway settlement.
The project will include stormwater management, partial pavement reconstruction, mill and overlay roadways within the project limits, and new signing and pavement markings as needed.
Coordination with local officials is ongoing to ensure design is consistent with other local projects. Traffic will likely be detoured due to the limited space for access to perform construction and to expedite construction. Pedestrian access will be maintained on the sidewalk along the south side of Baltimore Street.
A digital version of the project plans and information are available to view online with public comments accepted through November 20, 2025.

The purpose of the plans display is to introduce the project and receive public input regarding any questions or concerns with the project. It is also an opportunity for the public to review and comment on the project.
