Harrisburg, PA – The Pennsylvania Department of Transportation (PennDOT) invites the public to an online plans display regarding the Route 11 (South Enola Road) retaining wall stabilization project in East Pennsboro Township, Cumberland County.
The retaining wall is located along the east side of Route 11 about ½ mile south of Enola. The wall retains the east side of Route 11 adjacent to the Norfolk Southern Railroad’s Enola Yards. The purpose of the project is to stabilize and reduce future rotation of the existing retaining wall, supporting Route 11. The wall has experienced rotation away from the roadway towards Norfolk Southern (located below the base of the wall), with steady increases in the amount of rotation over the past seven years.
The existing gravity concrete retaining wall was built in 1930. It is about 600 feet long and has a maximum exposed height of about 12 feet.
The project involves installing drilled steel anchors into bedrock from the front face of the wall that will support the wall and arrest this rotation. In addition, some concrete repairs will be made to the wall, and new drainage will be installed.
This section of South Enola Road has an average daily traffic volume of 13,166 vehicles per day (vpd).
It is anticipated that most of the work will not significantly impact traffic – as it will be performed off the roadway. There may be temporary lane shifts and temporary elimination of the center turn lane, but no lane closures or detours are anticipated.
Overhead utilities are present at the project site but will not be impacted by construction activities.
The project is currently in design, and construction work is anticipated to begin in Spring 2027 and last approximately 6 months.
A digital version of the project plans and information are available to view online with public comments accepted through January 31, 2026.
Information, including bridge plans and an interactive comment form, can be found by visiting the PennDOT District 8 website, PennDOT District 8, clicking Projects Near You listed on the left side of the page, then the District 8 Projects, and choosing South Enola Road Retaining Wall Stabilization.
The purpose of the plans display is to introduce the project and receive public input regarding any questions or concerns with the project. It is also an opportunity for the public to review and comment on the project.
