Second Contract Awarded for East Shore Section 3 of the I-83 Capital Beltway Project

Harrisburg, PA – The Pennsylvania Department of Transportation (PennDOT) announced today that the second of two contracts has been awarded for East Shore Section 3 of the I-83 Capital Beltway Project in the City of Harrisburg area of PennDOT District 8. This contract (83-B79) includes widening and reconstructing I-83 from two lanes to three lanes in each direction, construction of new collector-distributor lanes in each direction, reconstructing and widening of two I-83 mainline bridges, constructing a new 13th Street bridge and approaches, reconstructing the 17th Street interchange and widening 17th Street, constructing a new wider 17th Street bridge over the railroad, realignment and improvements along the Paxton Steet corridor, retaining walls, new overhead sign structures, guiderail, drainage, highway lighting, pavement markings and other associated construction.

The contract was awarded to J.D. Eckman, Inc. of Atglen, Chester County, PA, who submitted a low bid of $132,727,725.31. The contractor was one of three companies to submit bids ranging from the low bid of $132.7 million to a high bid of $177.8 million.

Construction is expected to begin this fall and last through 2033.

“We are excited to take this important next step toward modernizing Interstate 83 in the Harrisburg region,” said PennDOT District 8 Executive Kevin Keefe. “I-83 is a vital corridor that fuels the economy and contributes to the quality of life in the region. The work associated with this contract will improve mobility and safety for all who travel through the area.”

The first contract for East Shore Section 3 is currently underway.

That contract includes widening and reconstructing portions of the I-83 roadway, construction of overhead bridges at 29th Street and 19th Street, construction of the new Cameron Street Interchange, removing the 13th Street interchange, and roadway improvements along the Cameron Street, 19th Street and 29th Street corridors.

New Enterprise Stone and Lime Company, Inc., of New Enterprise, PA, is the contractor on this $154,627,000 project. All work on this contract is expected to be completed by October 12, 2027.

There may be significant impacts to traffic during the life of both East Shore Section 3 projects, including traffic shifts, lane restrictions and road closures/detours. Advance notice will be issued prior to any major traffic impacts.

To better inform the local community and to be consistent with other PennDOT projects across the Commonwealth, the I-83 Capital Beltway Project (i-83beltway.com) has moved content into the “Projects Near You” section located in the left-hand column on the home page of PennDOT’s official website – pa.gov/PennDOT.

East Shore Section 2, which includes widening I-83 from just south of the Union Deposit Interchange to 29th Street and includes the reconstruction of the Eisenhower Interchange and portions of US 322, I-283, and Eisenhower Boulevard, will consist of five contracts, the first of which is expected to go to construction in 2028, with the entire project completion estimated around 2040.
