Rolling stops between noon and 2:00 PM between Route 581 and the Eisenhower Interchange
Harrisburg, PA – The Pennsylvania Department of Transportation (PennDOT) announced today that blasting is scheduled to begin soon along Interstate 83 in the area of 19th Street in the City of Harrisburg, Dauphin County. There will be rolling stops in each direction of I-83.
Weather permitting, blasting will begin Monday, September 8, and will continue between the hours of noon and 2:00 PM Mondays through Thursdays, as needed, for the next several weeks. This work will be performed for excavation activities associated with the I-83 Capital Beltway Project.
As a safety precaution, rolling stops will be in place in both directions of I-83 between Route 581 in Cumberland County and the Eisenhower Interchange in Dauphin County.
Delays are expected. Motorists should be alert and watch for stopped or slow-moving vehicles.
PennDOT reminds motorists the ramp from 19th Street to northbound I-83 is closed. A long-term detour is in place. Travelers should take Paxton Street east to 32nd Street, turn left on 32nd Street, then turn right at Wayne Street and proceed to the ramp to northbound I-83.
This closure will be in place until the 19th Street bridge is replaced, and a new northbound ramp is constructed on a new alignment.
This work is part of the first of two contracts for East Shore Section 3 of the Interstate 83 Capital Beltway Project.
This contract includes widening and reconstructing portions of the I-83 roadway, construction of overhead bridges at 29th Street and 19th Street, construction of the new Cameron Street Interchange, removing the 13th Street interchange, and roadway improvements along the Cameron Street, 19th Street and 29th Street corridors.
There may be significant impacts to traffic during the life of this project, including traffic shifts, lane restrictions and road closures/detours. Advance notice will be issued prior to any major traffic impacts.
New Enterprise Stone and Lime Company, Inc., of New Enterprise, PA, is the contractor on this $154,627,000 project.
All work on this contract is expected to be completed by October 12, 2027.
The second East Shore Section 3 contract is expected to be under construction from 2025 to 2028 and includes widening and reconstruction on I-83, construction of the 13th Street bridge and approaches, and construction of the 17th Street interchange and widening 17th Street.
