Philadelphia, PA – The Pennsylvania Department of Transportation (PennDOT) announced today that utility construction will restrict travel through the Allegheny Avenue and Delaware Avenue Intersection for approximately one year beginning Tuesday, May 26, under the $311.3 million I-95 Section AF3 project in Northeast Philadelphia.
Weather permitting, motorists are advised of the following travel restriction:
- Tuesday, May 26, through late April 2027, the Allegheny Avenue and Delaware Avenue Intersection will be reduced to a single lane.
Initial activities at the location will involve flagger-controlled lane closures and stoppages for placement of a construction barrier at the intersection and installation of temporary traffic signals on Allegheny Avenue and on Delaware Avenue approaching the intersection.
Once the signals are in place, they will be used to channel a single lane of vehicles through the work area 24/7 for completion of utility work at the intersection.
The temporary signals will also be used to stop traffic in both directions during train crossings at the intersection.
Motorists are advised to allow extra time when traveling through the work area because backups and delays may occur.
The I-95 Section AF3 contract includes reconstructing and widening northbound and southbound I-95 to four lanes at the northern end of the Allegheny/Castor Interchange. The contract will also reconfigure the interchange at Castor Avenue to include northbound on and off-ramps.
The existing on-ramp at Castor Avenue will remain open except for two or three weekends when it will be closed and detoured during a later stage of construction.
Section AF3 is scheduled to be completed in late 2031. It is the third of four contracts to reconstruct and improve I-95 at the Allegheny/Castor Interchange as part of Section AFC.
