PennDOT Announces Public Meeting and Virtual Plans Display for the Market Street Bridge Preservation Project in Luzerne County

Dunmore, PA – The Pennsylvania Department of Transportation (PennDOT) invites the public to an in-person public plans display regarding the Route 1009, Section PRS, Market Street Bridge preservation project in the City of Wilkes Barre and Kingston Borough. The public plans display will be held in Luzerne County at Holy Redeemer High School, 159 South Pennsylvania Avenue, Wilkes-Barre, PA 18701, on November 12, 2025, at 7:00 PM.

The purpose of the plans display is to introduce the project, display and describe the part-width construction, construction access, and receive public input regarding questions or concerns with the project.

The project will address structural deficiencies while preserving the existing bridge to maintain a safe and efficient crossing over the Susquehanna River. The bulk of the structure repairs will be concrete and masonry repairs, cleanup of debris, and scour mitigation. A Polyester Polymer Concrete (PPC) overlay on the deck is also proposed. Additional work will include pavement rehabilitation, ADA ramp reconstruction, drainage improvements, signal improvements, and signing/pavement marking upgrades. All improvements are due to the structural deficiencies of the existing bridge built in 1929.

While the plans display will be held in-person, project-related information will be available online from November 12, 2025, to December 12, 2025. Online information, including the proposed plan, typical section, temporary construction access plan, detailed project information, and comment form, can be found by visiting the PennDOT Engineering District 4 website - Route 1009 (Market Street) over the Susquehanna River Bridge Project.

It is anticipated that construction will begin in the spring of 2028 and will be completed in fall 2029.
