PennDOT Announces Public Meeting and Online Plans Display for the Route 2005 Blackman Street Bridge Project

Dunmore, PA – The Pennsylvania Department of Transportation (PennDOT) invites the public to an in-person public plans display regarding the Route 2005 Blackman Street Bridge Replacement Project, which runs along Route 2005 from east of Arch Street to west of Beech Street in Wilkes-Barre Luzerne County. The public plans display be held at the Wilkes-Barre Area High School Cafeteria, 2021 Wolfpack Way, Wilkes-Barre, PA on November 13th, from 5:00 to 7:00 PM.

The purpose of the plans display is to introduce the project, display and describe the part-width construction, construction access, and receive public input regarding questions or concerns with the project.

The project will replace the existing three-span concrete box beam bridge along Route 2005 (Blackman Street), in Wilkes-Barre with a single span composite prestressed concrete adjacent spread box beam bridge. The project includes roadway improvements to the shoulders, sidewalks, guide rail, and ADA compliant facilities. The proposed structure and approach roadway will adhere to PennDOT Publication 13, Design Manual Part 2, which will comprise of two (2) 10-foot travel lanes and 6-foot shoulders.

It is anticipated that construction will begin in the spring of 2028 and will be completed in fall 2029.

A 5.4-mile detour using state and township roads will be required to perform the proposed work, including: South Main Street, Pennsylvania Boulevard, Dana Street, High Street, Hazle Street, South Wilkes Barre Boulevard, Coal Street, and Business Route 309 (Wilkes-Barre Township Boulevard). The detour is expected to last approximately six (6) months during construction.

While the plans display will be held in-person, project-related information will be available online from November 13, 2025, to December 5, 2025.
