Drainage Improvement Project Begins Next Week on Route 15 NB in Richmond Township, Tioga County

Montoursville, PA – Motorists are advised that a drainage improvement project will begin next week on Route 15 north in Richmond Township, Tioga County. The project is located at mile marker 180, which is located between Exit 179 (Route 660 / Covington / Mansfield) and Exit 182 (Route 6 Wellsboro / Mansfield) in Mansfield Borough.

On Monday, May 12, 2025, the contractor, Glenn O. Hawbaker, Inc., will begin placing temporary barrier in the work area in preparation for work on the drainage improvement project. Additional work this week includes mobilizing equipment and supplies to begin work on the temporary access road to Slate Creek. Motorists can expect long-term right (driving) lane closure.

Traffic Impacts

  • Temporary barriers will be placed by Monday, May 12.
  • Route 15 northbound will have a long-term right (driving) lane closure between Exit 179 (Route 660 / Covington / Mansfield) and Exit 182 (Route 6 / Wellsboro / Mansfield) though the fall 2025.
  • 16-foot width restriction.

Glenn O. Hawbaker, Inc., is the prime contractor for this $1.1 million drainage improvement project. Work on the project includes construction of a temporary access road to Slate Creek, drainage improvements near the drainage pipe at Slate Creek, repairs to the rock lining of the embankment, and restoration of the work area to the original state. Work on this project is anticipated to be completed in August 2025, weather permitting.
