Pittsburgh, PA – The Pennsylvania Department of Transportation (PennDOT) is announcing restrictions on Route 28 and various ramps in the City of Pittsburgh and Millvale Borough, Allegheny County will occur Monday through Friday, October 6-10 weather permitting.
There will be single-lane and shoulder restrictions on the northbound Route 28 left-hand off-ramp to I-279 North/East Ohio Street exit from 9:00 AM to 3:00 PM each weekday through Friday, October 10. Crews will conduct underground conduit and sign foundation installation work.
Additionally, the southbound Route 28 to Millvale (Exit 3B) off-ramp overnight closures will resume according to the following schedule:
- Weeknights beginning Monday, October 6 through Friday, October 10 from 8:00 PM to 5:00 AM
- Ramp traffic will be detoured
To allow the southbound Route 28 to Millvale (Exit 3B) ramp work to occur, there will also be a single-lane restriction on southbound Route 28 at this interchange each night from 8:00 PM to 5:00 AM to allow crews to conduct electrical work.

- Continue southbound past the closed ramp
- Take the left-hand off-ramp to 40th Street Bridge/Lawrenceville
- Turn left onto the 40th Street Bridge
- Turn right onto Butler Street
- Continue onto Penn Avenue
- Turn right onto the 31st Street Bridge
- Turn right onto the ramp for northbound Route 28
- Take the Millvale (Exit 3B) exit
- End detour
Schedule updates will be provided throughout the project as crews move work locations.
This $4.8 million safety project is located along Route 28 between the City of Pittsburgh and Harmar Township. Work includes installation of sensors, detectors, and cameras to detect wrong way drivers. If a driver enters Route 28 in the wrong direction, signs and lights will automatically activate to alert drivers and notifications will be sent to PennDOT’s Western Regional Traffic Management Center. Controller boxes, fiber optics, electrical components, cameras, signs, and lighting will all be installed within department right-of-way. All interchange exit ramps will be included along Route 28 between the Anderson Street ramp in the City of Pittsburgh and the Harmar/I-76/Route 910 (Exit 11) interchange in Harmar Township. There will be single-lane and shoulder restrictions through most of the project. Additionally, there will be future overnight closures and detours of three exits: northbound 31st Street Bridge/Strip District (Exit 2), southbound 40th Street Bridge/Lawrenceville (Exit 3A), and northbound Route 8 South towards RD Fleming Bridge/Sharpsburg (Exit 5A). Additional details will be provided in advance of the closures. The project is expected to conclude in the early spring of 2026. Power Contracting Company is the prime contractor.
