Shapiro Administration Highlights $130 Million Investment: 50 Roadway Improvement Projects and 19 Bridge Projects in Indiana-based Region in 2025

Indiana, PA – The Pennsylvania Department of Transportation (PennDOT) District 10 today highlighted their regional accomplishments during the 2025 construction and summer maintenance season in Armstrong, Butler, Clarion, Indiana, and Jefferson counties.

The 2025 construction season in District 10 included 50 construction projects,120 miles of resurfacing and work on 19 bridges. Maintenance provided 383 miles of seal coating and 1,200 miles of shoulder cutting.

“Each year we strive to improve and enhance the network of roadways in our region,” PennDOT District 10 Executive Brian Allen said. “We completed some large-scale projects like Margaret Road along Route 422 in Armstrong County and the Freedom Road project in Butler County. These upgrades, along with our other projects, provide safety enhancements that benefit every motorist that travels through our district.”

PennDOT has been hard at work improving Pennsylvania’s roads and bridges throughout the year, improving more than 4,800 miles of road, including over 1,400 miles of paving, and beginning work to repair, replace, or preserve 368 bridges from January through October of this year.

As of October 31, District 10 bid 32 projects at an estimated cost of $130 million, including 10 highway projects, 15 bridge replacements or rehabilitations, two safety projects, and three local projects.

Notable projects that are continuing into 2026 include:

Armstrong County

  • Bridge preservation activities on the structure carrying Route 422 over the Allegheny River in North Buffalo and Manor townships. This project also includes bridge rehabilitations on Route 66, the Graff Bridge ramp over Route 422/Route 2025 and Garrets Run. $45.6 million. Anticipated completion in fall 2027.

Butler County

  • Safety improvement project on Three Degree Road in Adams and Middlesex townships that includes adding through and turn lanes, service roads, jug handles, drainage, guiderail updates, signal enhancements, sidewalks, Americans with Disabilities Act (ADA) compliant ramps, and two roundabouts. $55.8 million. Anticipated completion in November 2026.
  • Safety improvement project along Franklin Road (Route 3021) in Cranberry Township that includes shoulder widening, rumble strip installation, and sight distance improvements from the intersection of Route 228 north to Peters Road. $19.2 million. Anticipated completion in fall 2027. 
  • Intersection improvements and replacement of Karns Crossing Bridge on Route 68, which spans over the Bessemer & Lake Erie Railroad and the Buffalo & Pittsburgh Railroad as well as replacement of the arch culvert in Butler and Summit townships. $64.8 million. Anticipation completion in spring of 2028.
  • Safety improvement project along the Route 68/Route 356 corridor that includes signal upgrades for improved timing and vehicle detection to reduce congestion and lower carbon monoxide and particulate matter emissions at various locations. $3.8 million. Anticipated completion in the fall of 2026.
  • Bridge preservation activities and preventative maintenance of the Shearer Bridge carrying Route 422 over Connoquenessing Creek, Shearer Road, and the B&LE railroad. $6.2 million. Anticipated completion in the fall of 2026
  • Bridge preservation activities for the Zelienople Bridge #1 carrying Route 19 over the CSX railroad and Connoquenessing Creek. $2 million. Anticipated completion in the fall of 2026

Clarion County

  • Safety improvement project along Route 68 from Dolby Street to Trout Run in Monroe and Clarion townships. Project includes replacing the structure carrying Route 68 over Trout Run, widening the roadway, and improving the shoulders, curbs, and roadway alignment. $13.4 million. Anticipated completion in fall 2027.

Indiana County

  • Safety improvements at the intersection of Indian Springs Road (Route 422) and Rustic Lodge Road (Route 3033) in White Township. $4.3 million. Anticipated completion in fall 2026.
  • Construction of a multi-purpose pedestrian bridge over Route 22 as a part of the Hoodlebug Trail system in Burrell Township. $4.7 million. Anticipated completion in summer 2026.
  • Bridge replacement project of two bridge structures. The existing arch culvert carrying Route 2012 (River Road) over Mardis Run will be replaced with a new concrete box culvert. The project also includes the replacement of the existing bridge carrying Route 2012 (River Road) over Blacklick. $4 million. Anticipated completion in the spring of 2028.

Jefferson County

  • Resurfacing project on Route 28 – Summerville to Brookville will include to include milling, patching, and paving, as well as minor drainage and guide rail upgrades. $4.3 million. Anticipated completion in the spring of 2026.

Under the Shapiro administration, 17,722 miles of roadway have been improved and work has advanced on 1,540 state and local bridges.
