Blair County Construction Update for May 11 through May 22, 2026

Single-lane Restrictions and Lengthy Delays Expected for Restart of the Route 36 (Union Avenue) Mill Run Bridge Project in Altoona, Blair County, May 11 through May 22

The Pennsylvania Department of Transportation (PennDOT) is informing motorists of single-lane restrictions and lengthy delays on Route 36 (Union Avenue) for the Mill Run Bridge project in Altoona, Blair County, from Monday, May 11, to Friday, May 22, 2026

Beginning, May 11, the lead contractor will be conducting concrete repair work, installing survey markers, re-seeding and making adjustments to manhole and vale boxes along the route. 

Beginning, May 18, the contractor plans to install a High-Friction Surface Treatment and pavement markings at multiple locations on Route 36 from Plank Road to 31st Street.

Cottle’s Asphalt Maintenance, Inc., of Everett, PA, is the contractor for the $7,434,773.35 project, which includes a bridge replacement on Route 36 (Union Avenue) over Mill Run near the intersection of 31st Street, as well as resurfacing on Route 36 from Route 1009 (Frankstown Road) to Route 4005 (Mill Run Road), on Beale Avenue from 24th Street to Union Avenue, and on Union Avenue from Beale Avenue to Route 36 in City of Altoona and Logan Township, Blair County. The project includes the addition of a left turn lane, intersection modifications, paving of the roadway approaches, sign upgrades, pavement marking upgrades, guide rail upgrades, drainage improvements, high friction surface treatment, ADA upgrades, and tree removal/trimming.

 

Lengthy Delays Continue on Route 866 (High Street and Piney Creek Road) in Williamsburg Borough and Woodbury Township for Pavement Resurfacing Project

The Pennsylvania Department of Transportation (PennDOT) is informing drivers that lane restrictions and lengthy delays will continue on Route 866 (High Street and Piney Creek Road) in Williamsburg Borough and Woodbury Township, Blair County, from Monday, May 11, to Friday, May 22, 2026.

Drivers can expect lane restrictions and lengthy delays (up to 15 minutes) on Route 866 (High Street and Piney Creek Road) during daylight hours as crews continue drainage pipe construction and impact basin installation along the route.

New Enterprise Stone & Lime, New Enterprise, Pa., is the lead contractor for the 1.5-mile, $2,637,000.00 project which includes on tree trimming, drainage improvements, asphalt resurfacing and pedestrian upgrades on Route 866 from one-half mile west of T-394 (Ridge Road) to 1st Street/Canal Street in Williamsburg. The project is expected to be completed in November 2026.  

 

Potential for minor delays on Route 2007 (Reservoir Road) in Frankstown Township, Blair County, May 11 to May 15, for Road Painting

The Pennsylvania Department of Transportation (PennDOT) is informing drivers of the potential for minor delays on Route 2007 (Reservoir Road) between U.S. 22 and Route 2014 (Loop Road) in Frankstown Township, Blair County, on Monday, May 11, through Friday, May 15, 2026.

Drivers can expect lane restrictions and short delays of three (3) to five (5) minutes on Route 2007 (Reservoir Road) during daylight hours (from 7:00 AM to 5:00 PM) starting Monday, May 11, to Friday, May 15, for highway painting and the removal of signs. The project schedule is weather dependent.

New Enterprise Stone & Lime, New Enterprise, Pa., is the lead contractor for the $529,859.07 project which includes minor drainage work, ditch cleaning, minor full-depth patch work, paving overlay, guide rail replacement, and sign replacements. The project is expected to be completed in late June 2026.

 

Lane Closures and Short Delays Continue on Interstate 99 from Exit 15 Claysburg/King to the Newry Crossover, Blair County, May 11 through May 22

The Pennsylvania Department of Transportation (PennDOT) is informing drivers that lane restrictions and shoulder-width reductions, and the potential for short delays continue on Interstate 99 (I-99) between the Exit 15 Claysburg/King interchange outside Sproul at mile marker 15 to the Newry crossover on I-99 near mile marker 26.

From Monday, May 11 to Friday, May 22, 2026, drivers can expect lane restrictions, a speed reduction to 60 MPH, and short, intermittent delays in both the northbound and southbound lanes from approximately mile marker 22 to mile marker 26 for rumble strip removal and paving in preparation for the long-term lane closures later in the project.

The Route 8025 (East Freedom interchange) bridge over I-99 remains under an 8 feet 5 inch width reduction in both the eastbound and westbound lanes for bridge rehabilitation work. 

Glenn O. Hawbaker, Inc., State College, Pa., is the lead contractor of the 23.02-mile, $23,936,936 project, which includes overlay paving, the rehabilitation of seven (7) dual bridges (four during the 2026 construction season) and the Exit 23 (Roaring Spring/Portage) bridge over I-99, and the installation of five (5) intelligent transportation system (ITS) dynamic message boards in Allegheny, Blair, Freedom and Greenfield townships in Blair County. The overall project is scheduled for completion in June 2028. 

 

Short-term Delays Continue on I-99 between Newry Cross-over and 17th Street Exit May 11 through May 22  

The Pennsylvania Department of Transportation (PennDOT) is informing drivers of the potential for short-term delays on Interstate 99 (I-99) between mile marker 26 in Blair Township and mile marker 33 near the 17th Street Exit in Blair County through Friday, May 22, 2026 

From Monday, May 11, through Friday, May 22, 2026, drivers can anticipate short delays of three (3) to five (5) minutes for rolling, intermittent delays and shoulder closings on Interstate 99 (I-99) between mile marker 26 in Blair Township and mile marker 33 near the 17th Street Exit for highway markings, grading, delineation, and reflective tape application.

New Enterprise Stone and Lime, Inc., New Enterprise, Pa., is the contractor for the $26,682,223 project, which includes improvements along 10-miles of I-99 from the median cross-over near Newry to 17th Street exit and Tyrone in Blair County.

 

Minor Delays Continue on Route 453 in Tyrone and Snyder Township, Blair County, May 8 through May 22

Work continues on Route 453 resurfacing project with detour through August 2026

The Pennsylvania Department of Transportation (PennDOT) is informing drivers that minor delays continue on Route 453 in Tyrone Borough and Snyder Township, Blair County, between Monday, May 11, through Friday, May 22, 2026, for the ongoing pavement resurfacing and stabilization project.

Drivers can expect short delays of three (3) to five (5) minutes under daylight flagging operations on Route 453 for ADA curb/ramp upgrades, inlet and slope work.

New Enterprise Stone & Lime, New Enterprise, Pa., is the lead contractor for the $8,405,252.50 project which includes resurfacing on Route 453 (East 11th Street/Pennsylvania Avenue/East 14th Street/Lincoln Avenue/West 15th Street) from Interstate 99 (I-99) to T-514 (Beastons Road) and on Route 4027 (Pennsylvania Avenue) from Route 453 to Old U.S. 220 (Pennsylvania Avenue/South Eagle Valley Road) in Tyrone Borough and Snyder Township, Blair County. Slope and pavement stabilization work will be performed on Route 453 north of T-514 (Beastons Road). In addition to milling and overlay of pavement and slope stabilization, the project will include guide rail upgrades, ADA curb ramp upgrades, curb and sidewalk replacement, drainage upgrades, and new traffic signals and signs.

The project includes a 23.5-mile detour through late August 2026, using Route 453, I-99, Route 865 (Bellwood Interchange), and Route 253 (Skyline Drive/Executive Drive/Cambria Street). The section of Route 453 scheduled for slope and pavement stabilization, approximately one (1) mile north of T-514 (Beaston Road), will be closed and impassable during the work.
