PennDOT Announces Online Plan Display for Route 997 (Roxbury Road) Bridge Replacement Project in Cumberland County

Harrisburg, PA – The Pennsylvania Department of Transportation (PennDOT) invites the public to an online plan display regarding the Route 997 (Roxbury Road) bridge replacement project in Cumberland County. The structure carries Route 997 over Whiskey Run in Upper Mifflin Township.

The purpose of this project is to maintain a safe, sustainable passageway for vehicles across Whiskey Run. The project is needed to replace the existing structure, which has deteriorated and reached the end of its useful service life.

The existing structure was built in 1938 and is a single-span reinforced concrete arch culvert at a 90-degree skew. The existing structure features a 16-foot normal clear span with a 28-foot curb-to-curb width.

The replacement structure will feature a 16-foot by 8-foot, 6-inch precast concrete box culvert with precast end sections. Additional work includes placing rock scour protection at the outlets, installing rock slope protection adjacent to the Route 997 shoulders, reconstructing the pavement along the roadway tie-ins, and installing MASH-compliant guide rail. The proposed bridge width will match the existing width, which features two 10-foot lanes and 4-foot shoulders.

This section of Roxbury Road has an average daily traffic volume of 450 vehicles per day.

The potential 10.5-mile detour will utilize Route 4006 (Steelstown Road and Brandy Run Road) and Route 233 (Doubling Gap Road). Access to all driveways within the project limits will be maintained during construction. Overhead utilities are present at the site and impacts are anticipated to accommodate construction.

The project is currently in design, and construction work is anticipated to begin in Spring 2027 and last until Fall of 2027.

A digital version of the information will be available to view online from May 20 through June 21, 2025.
