The Route 0997, Section 044 project involves the replacement of the structure carrying Route 0997 (Roxbury Road) over Whisky Run in Upper Mifflin Township, Cumberland County. The purpose of this project is to maintain a safe, sustainable passageway for vehicles across Whisky Run. The project is needed to replace the existing structure, which has deteriorated and reached the end of its useful service life.
The existing structure was built in 1938 and is a single-span reinforced concrete arch culvert at a 90-degree skew. The existing structure features a 16’-0” normal clear span with a 28’-0" curb-to-curb width.
The replacement structure will feature a 16’-0” x 8’-6” precast concrete box culvert with precast end sections. Additional work includes placing rock scour protection at the outlets, installing rock slope protection adjacent to the SR 0997 shoulders, reconstructing the pavement along the roadway tie-ins, and installing MASH-compliant guide rail. The proposed bridge width will match the existing width, which features two (2) 10’-0” lanes and 4’-0” shoulders.
This section of Roxbury Road has an average daily traffic volume of 450 vehicles per day.
The potential 10.5-mile detour will utilize SR 4006 (Steelstown Road and Brandy Run Road) and SR 233 (Doubling Gap Road). Please refer to the project’s Detour Plan graphic. Access to all driveways within the project limits will be maintained during construction. Overhead utilities are present at the site and impacts are anticipated to accommodate culvert construction. Utility coordination is ongoing.
The project is currently in design, and construction work is anticipated to begin in Spring 2027 and last until Fall of 2027.
The purpose of the plans display is to introduce the project and solicit public input, questions, or concerns regarding the project.
