Shapiro Administration Highlights $160 Million in 2026 Road, Bridge Improvement Projects in Armstrong, Butler, Clarion, Indiana, and Jefferson Counties

Indiana, PA – Pennsylvania Department of Transportation (PennDOT) Secretary Mike Carroll today announced $160 million in new road and bridge projects expected to start this year in the District 10 region which includes Armstrong, Butler, Clarion, Indiana and Jefferson counties.

Today’s event in Clarion County was the culmination of county-based meetings in each of the five counties – Armstrong, Butler, Clarion, Indiana, and Jefferson – where regional investments such as the Route 228 corridor project and various bridge preservations and replacements were previewed. These investments support Governor Josh Shapiro’s vision of a safe and reliable transportation network that connects people to opportunity and each other. 

“Meeting the transportation needs of 13 million people is our mission at PennDOT, and it’s a tall order. Under Governor Shapiro’s leadership, PennDOT is committed to meeting that mission of making sure our roads and bridges are safe,” Carroll said. “The department’s new and ongoing work reflects projects large and small, all with major impacts in our communities.”

PennDOT anticipates more than $160 million invested in new road and bridge projects this year in the PennDOT District 10 region. Under Governor Shapiro19,427 miles of roads have been improved statewide, and work has advanced on 1,799 state and local bridges. Additionally, PennDOT has repaired the second most poor-condition bridges of any state in the entire country.

“Safe and maintained roads are essential for drivers, communities, and businesses," PennDOT District 10 Executive Brian Allen said. “We have a variety of projects this year that includes infrastructure upgrades, resurfacing, and safety enhancements that will improve our regional network of roads in District 10.”

Because of the 2025-26 state budget signed by Governor Shapiro, PennDOT is also investing $37.5 million this state fiscal year to pave and preserve less traveled, often rural roads in 20 counties. This roadwork is made possible through Motor License Fund investments from the Pennsylvania State Police (PSP) while ensuring PSP’s critical mission continues.

Work began last year and will continue this year, with $6 million being invested in Butler, Clarion, Indiana, and Jefferson counties:

·         Paving nearly 6 miles of Route 68 - Evans City Road in Butler County.

·         Paving and ride quality improvement to 20 miles of low-traffic roads in southern Clarion County including Olean Trail, Shannondale Road/Forest Drive, C-L School Road, and Reidsburg Road.

·         Paving and ride quality improvement to over 50 miles of low-traffic roads in northern Jefferson County including Panic Wishaw Road, Route 1830, Hormtown Road and Desire Road.

·         Paving and ride quality improvement to 25 miles of low-traffic roads in eastern Indiana County including Canoe Ridge/Porterfield Road and Steffy Church/Hillman Road.

The 2026 construction and maintenance season in District 10 includes 64 construction projects, 413 miles of seal coating, nearly 1,200 miles of shoulder cutting and work on 22 bridges.

Notable projects that are expected to begin this year include:

Armstrong County

·         Resurfacing along Route 28 in Armstrong County, Pine, and Boggs townships from Goheenville south to the bridge over Pine Creek. $2.5 million - $5 million. Anticipated completion in fall 2026.

Butler County

·         Safety improvement project along the Route 68/Route 356 corridor that includes signal upgrades for improved timing and vehicle detection to reduce congestion and lower carbon monoxide and particulate matter emissions at various locations. $3.8 million. Anticipated completion in fall 2026.

·         Bridge preservation activities and preventive maintenance of the Shearer Bridge carrying Route 422 over Connoquenessing Creek, Shearer Road, and the Bessemer & Lake Erie Railroad. $6.2 million. Anticipated completion in fall 2026.

·         Bridge preservation activities for the Zelienople Bridge carrying Route 19 over the CSX Railroad and Connoquenessing Creek. $2 million. Anticipated completion in fall 2026.

·         Resurfacing along Route 8 in Butler and Center townships between the intersections of Ravenshurst Road north to Route 308. $13.6 million. Anticipated completion in fall 2026.

·         Resurfacing on Route 422, starting in Slippery Rock Township and continuing in Muddy Creek Township between the intersections of McConnell’s Mill Road to just east of the Route 4005 interchange. $5.7 million. Anticipated completion in fall 2026.

Clarion County

·         Resurfacing along Route 322 from Elmo to Shippenville in Elk Township and Shippenville Borough. $2 million - $5 million. Anticipated completion in fall 2026.

Indiana County

·         Replacing an existing bridge over a tributary to Cherry Run on Route 286 near the intersection with Sexton Road in White Township. $1.9 million. Anticipated completion in spring 2027.

Jefferson County

·         Repairing concrete and other repairs on Interstate 80 near Falls Creek from the westbound rest area east to the Route 219 interchange in Washington Township. $28.6 million. Anticipated completion in fall 2027.

·         Resurfacing project including minor drainage improvements and guiderail upgrades along Route 950 from the intersection of Route 322 north towards Falls Creek in Reynoldsville Borough and Winslow Township. $2.3 million. Anticipated completion in fall 2026.

Notable projects continuing this year include:

Armstrong County

·         Bridge preservation on the structure carrying Route 422 over the Allegheny River in North Buffalo and Manor townships. This project includes bridge rehabilitations on Route 66, the Graff Bridge ramp over Route 422/Route 2025 and Garrets Run. $45.6 million. Anticipated completion in fall 2027.

Butler County

·         Safety improvement project on Three Degree Road in Adams and Middlesex townships that includes adding through and turn lanes, service roads, jug handles, drainage, guiderail updates, signal enhancements, sidewalks, Americans with Disabilities Act (ADA) compliant ramps, and two roundabouts. $55.8 million. Anticipated completion in November 2026.

·         Safety improvement project along Franklin Road (Route 3021) in Cranberry Township that includes shoulder widening, rumble strip installation, and sight distance improvements from the intersection of Route 228 north to Peters Road. $19.2 million. Anticipated completion in fall 2027.

·         Intersection improvements and replacing the Karns Crossing Bridge on Route 68, which spans the Bessemer & Lake Erie Railroad and the Buffalo & Pittsburgh Railroad, as well as replacing an arch culvert structure in Butler and Summit townships. $64.8 million. Anticipated completion in spring 2028.

Clarion County

·         Safety improvement project along Route 68 from Dolby Street to Trout Run in Monroe and Clarion townships. Project includes replacing the structure carrying Route 68 over Trout Run, widening the road, and improving the shoulders, curbs, and road alignment. $13.4 million. Anticipated completion in fall 2027.

Indiana County

·         Safety improvements including adding left turn lanes, widening, and a new traffic signal at the intersection of Indian Springs Road (Route 4422) and Rustic Lodge Road (Route 3033) in White Township. $4.3 million. Anticipated completion in fall 2026.

Jefferson County

·         Resurfacing project on Route 28 between Summerville and Brookville will include minor drainage and guide rail upgrades. $4.3 million. Anticipated completion in spring 2026.

When entering a work zone, drivers must follow the posted speed limit, turn on their headlights, pay close attention to signs and flaggers and avoid all distractions. In high-traffic locations, drivers are encouraged to use both lanes of travel to the merge point and are to take turns merging into the open lane.
