Harrisburg, PA - The Pennsylvania Department of Transportation (PennDOT) invites the public to an online plan display regarding the Route 2031 (Windsor Road) safety improvement project in Windsor Township and Windsor Borough, York County.
The purpose of the project is to improve safety and address inadequate sight distance which contributes to higher crash rates along the corridor.
The project includes resurfacing Route 2031 from Route 74 to Blacksmith Avenue, replacement of pipes and inlets, and installation of High Friction Surface Treatment (HFST) at curves near Azalea Drive, Valley Road, and Blacksmith Avenue. Additional work includes adding and replacing signage, tree trimming, and intersection safety improvements at three intersections along the corridor.at curves near Azalea Drive, Valley Road, and Blacksmith Avenue. At the intersection of Route 2031 and Jefferson Lane, work will include regrading the intersection tie-in to improve the transition in roadway grade, and the installation of appropriate warning signage to improve advance notice of intersecting traffic and limited visibility conditions.
Between Jefferson Lane and Azalea Drive, proposed work will focus on improving sight distance along the east side of the horizontal curve on Route 2031. Work will include a partial right-of-way acquisition to limit vegetation and crop growth within the clear sight lines to Azalea Drive. Additional safety improvements will include the application of HFST along the curve, installation of advance curve warning signs with advisory speed plaques, and placement of “SLOW” pavement legends to encourage speed reduction.
At the intersection of Route 2031 and Valley Road, improvements will include cutting back the existing embankment slope to improve intersection sight distance. Additional measures will include the application of HFST through the curve, installation of enhanced curve warning signage with advisory speeds, placement of optical speed bars, and installation of “SLOW” pavement markings.
The project is anticipated to be completed using short-term traffic control. Coordination will occur with PennDOT, Windsor Township, Windsor Borough, emergency responders, and school districts.
The project is currently in design and construction is anticipated to begin during the 2028 construction season.

The purpose of the plans display is to introduce the project and receive public input regarding any questions or concerns with the project. It is also an opportunity for the public to review and comment on the project.
