Shapiro Administration Invests $2 Billion in 110 Projects to Improve Roads and Bridges in South Central PA

PennDOT and partners will improve more than 78 miles of roadway and 35 bridges.

Replacement of Interstate 83 South Bridge is estimated at $1 billion, while resurfacing and widening projects will take place throughout the district.

Over 19,000 roadway miles and over 1,700 bridges improved under the Shapiro Administration.

PennDOT has repaired the second most poor-condition bridges of any state in the entire country.

Harrisburg, PA – The Pennsylvania Department of Transportation (PennDOT) announced today that the department is investing $2 billion in 110 projects in the south-central region this year to improve Pennsylvania’s roads and bridges so that drivers can get to their destinations safely and on time. This investment in state and local roads and bridges supports Governor Josh Shapiro’s vision of a safe and reliable transportation network that connects people to opportunity and each other.

“In addition to continuing projects that began in 2025, District 8 will be focusing on the replacement of the I-83 South Bridge, as well as resurfacing, widening, and replacing roads and bridges throughout south central Pennsylvania,” said PennDOT District 8 Executive Kevin Keefe.

Under Governor Shapiro’s Administration, 19,451 miles of roads have been improved and work has advanced on 1,757 state and local bridges. Additionally, PennDOT has repaired the second most poor-condition bridges of any state in the entire country. PennDOT is building on that momentum this year and anticipates investing more than $2 billion in new projects in PennDOT District 8, which includes Adams, Cumberland, Dauphin, Franklin, Lancaster, Lebanon, Perry, and York counties. This investment includes reconstructing and resurfacing more than 78 miles of highways and repairing or replacing 35 bridges.  

Notable projects that have started or are beginning this year include:

Adams County 

  • Route 15 paving in Tyrone and Huntington townships. $2.3 million.
  • Route 94 Carlisle Pike resurfacing in Hamilton and Reading Township. $2.5 million.  

Cumberland County

  • I-81 resurfacing project in Middlesex Township. $11.9 million. 
  • Route 11 (Enola Road) pavement preservation project in East Pennsboro Township.  $8.9 million. 

Dauphin County

  • Route 147 resurfacing project in Upper Paxton Township.  $4.3 million.
  • Maclay Street Bridge replacement over Norfolk Southern Railroad in Harrisburg City. $41.1 million.
  • I-83 South Bridge replacement in Harrisburg City. In addition to replacing the bridge, the Lemoyne interchange will be reconfigured, the South Third Street bridge in Lemoyne will be replaced, and the viaduct from the Susquehanna River to Cameron Street including the Front Street/Second Street interchange will be reconstructed. Estimated construction cost over $1 billion.
  • Route 11/15 bridge rehabilitation project in Reed Township. $10.5 million.

Franklin County

  • I-81 new interchange (Exit 12) in Guilford Township. $40 million. 
  • Route 11 bridge replacement project in Southampton Township and Shippensburg Borough. $12.9 million.  

Lancaster County

  • Route 30 (Lincoln Highway) resurfacing in Salisbury and Sadsbury townships. $4.4 million.
  • Route 30/Route 462 interchange improvements in East Lampeter Township. $22 million.

Lebanon County

  • Route 72 (Quentin Road) resurfacing in North Cornwall & West Cornwall townships and Cornwall Borough. $7 million.
  • Route 72 (Ebenezer Road) resurfacing in Union Township. $3.5 million.

Perry County

  • Route 233 (Scheaffers Valley Road) resurfacing in Madison and Tyrone townships and Landisburg Borough. $5 million.
  • Route 34 (Spring Road) resurfacing in Carroll Township. Estimated construction cost $2.2 million.    

York County

  • I-83 resurfacing and barrier replacement project in Newberry Township. $4.7 million.
  • I-83 reconstruction and widening project from Route 30 to East of Eberts Lane, replacing I-83 structures over the Codorus Creek, Loucks Mill Road, and Norfolk Southern Railroad into one continuous structure, replacing the I-83 structure over Mill Creek, and relocating Mill Creek along I-83 to allow for widening and flood management. $200 million.
  • Route 24 concrete pavement repair and resurfacing in Springettsbury Township. $7.2 million.

 District 8 projects that will continue in 2026 include:

Adams County

  • Route 34 (Carlisle Road Bridge) in Menallen Township. $800,000.
  • Route 3011 (Cashtown Road) resurface in Franklin Township. $1.9 million

Cumberland County

  • Route 581 concrete rehabilitation project in East Pennsboro, Hampden, and Lower Allen townships, and Camp Hill and Lemoyne boroughs. $15.5 million.
  • Route 11 northbound bridge over Conodoguinet Creek superstructure replacement project in Wormleysburg Borough and East Pennsboro Township. $5.2 million.

Dauphin County

  • I-83 reconstruction and widening project from the 19th Street interchange to the 29th Street overpass, a new Cameron Street interchange, and replacing the 19th Street and 29th Street structures over I-83 and Norfolk Southern Railroad near Harrisburg. $154.7 million.
  • Route 322 and Grayson Road/Chambers Hill Road intersection improvement project in Swatara Township. $38.6 million.
  • I-83 reconstruction and widening from the 19th Street Interchange to the 29th Street overpass, mainline structure replacements on I-83 over Paxton Street and 17th Street, replacing 13th Street over I-83 and 17th Street over Norfolk Southern Railroad near Harrisburg. $132.7 million.

Franklin County

  • I-81 resurfacing project in Antrim Township. $17.8 million.
  • Route 997 double roundabout project in Washington Township. $6.2 million.

Lancaster County

  • Route 222/Route 30 interchange improvement and roadway widening project on Route 222 in Manheim Township. $72.2 million.
  • Route 1053 Greenville Road bridge replacement in West Cocalico Township. $2.6 million.  

Perry County

  • Route 34 (Spring Road) over Little Juniata Creek and Carlisle Street two-bridge replacement project in Centre Township and in the Borough of New Bloomfield. $2.9 million.
  • Route 850 in Carroll Township and Route 274 in Spring Township box culvert replacement project along with repairs to Route 34 bridge over the Juniata River. $2.7 million.  

York County

  • Route 30 resurfacing and bridge preservation in Hellam Township. $17.2 million.
  • Route 74 (Carlisle Road) over Conewago Creek bridge replacement and Route 4014 (Harmony Grove Road) bridge rehabilitation in Dover and Warrington townships. $7.1 million.

Multiple Counties:

  • Supporting traffic information and emergency response on Route 22/322 by installing various Intelligent Transportation System devices such as Closed-Circuit Television (CCTV) cameras and Dynamic Message Signs (DMS) at more than 17 locations on various routes in Perry and Dauphin counties, installing underground fiberoptic backbone in Dauphin County, installing CCTV and DMS devices at 16 locations along interstates in Cumberland, Dauphin, and Lebanon counties. $4.7 million
  • Pedestrian countdown signal installations and other safety improvements along various routes in various municipalities in Cumberland, Dauphin, Franklin, Lancaster, and York counties. $3.3 million.

PennDOT urges drivers to be alert for changing conditions, avoid distractions, and drive responsibly in work zones. Other tips to stay safe in work zones include:

  • Drive the posted speed limit. 
  • Maintain a safe distance around vehicles and do not tailgate.
  • Use four-way flashers when stopped or traveling slowly.
  • Always wear a seat belt.
  • Turn on your headlights.
