Route 1004, Section 671 Superstructure Replacement Project in Wayne County

Dunmore, PA – The Pennsylvania Department of Transportation (PennDOT) invites the public to an in-person and virtual plans display regarding Route 1004 (River Road), Section 671 Superstructure Replacement over Calkins Creek Project in Damascus Township, Wayne County. The plans display will be held online and in-person for public viewing at the Damascus Township Municipal Building. The in-person public display meeting will take place on Wednesday, June 21, 2023, at the Damascus Township Building, 60 Conklin Hill Road, Damascus, PA 18415 from 6:00 PM to 7:00 PM.

The structure is located on Route 1004 (River Road) over Calkins Creek in the village of Milanville.

The purpose of this project is to provide a safe passageway across Calkins Creek and improve the current low bridge sufficiency rating of 68.0, due to the poor condition of the deck and superstructure. The existing deck and superstructure have deteriorated and have reached the end of its service life.

The project consists of replacing the existing single-span, pre-stressed concrete non-composite box beam superstructure with a single-span, composite pre-stressed spread box beam superstructure on full-height reinforced concrete abutments founded on the existing full-height concrete abutments with reconstructed beam seats.

The reconstructed Route 1004 roadway (River Road) and superstructure will consist of two 10'-0" travel lanes with a 2'-6" northbound shoulder and a 7'-6" southbound shoulder.

Additional work includes but is not limited to approach roadway reconstruction, guide rail upgrades, drainage improvements, grading, signing, pavement markings, and reconstruction of driveway tie-ins within the project limits. Two utility pole relocations are also anticipated to construct the project. Local access to driveways will be maintained during construction.

Maintenance and protection of traffic during construction will include a single-lane, alternating pattern controlled by temporary signals during half-width construction. Pedestrians will be maintained during construction with a designated signal phase to allow them to safely cross the bridge on the temporary lanes.

The project is currently in the preliminary design phase. It is anticipated that construction will begin in the spring of 2026 and will be complete by the fall of 2026.

The purpose of the public meeting and virtual plans display is to introduce the project and the associated maintenance and protection of traffic during construction to receive public questions, comments, or other input regarding the project.

The plans will be on display at the Damascus Township Building, 60 Conklin Hill Road, Damascus, PA 18415 on June 21, 2023, during the in-person public display meeting from 6:00 PM to 7:00 PM.
