Pittsburgh, PA – PennDOT District 11 is announcing shoulder restrictions on Route 28 ramps in O'Hara and Harmar townships, Allegheny County will occur Monday through Friday, July 14-18 weather permitting.
Conduit installation work will occur from 9 a.m. to 3 p.m. each day in the following locations:
- Northbound Route 28 off-ramp to Fox Chapel Road/Waterworks Drive/Freeport Road (Exit 8)
- The Fox Chapel Road ramp at the Exit 8 interchange
- The Waterworks Drive/Freeport Road ramp at the Exit 8 interchange
- Southbound Route 28 off-ramp to Fox Chapel Road (Exit 8)
- Southbound Route 28 off-ramp to Route 910/I-76 Harmar (Exit 11)
Shoulder restrictions on the ramps will occur during the installation work. The ramps will remain open to traffic.
Additionally, wrong way detection testing will occur the Route 28 off-ramps at the RIDC Park (Exit 11) interchange in both directions from 8 p.m. Tuesday, July 15 to 5 a.m. Wednesday, July 16. Stoppages of 15 minutes or less will occur on the off-ramps as crews from Power Contracting conduct the test work. The Pennsylvania State Police will assist with the closures.
Schedule updates will be provided throughout the project as crews move work locations.
This $4.8 million safety project is located along Route 28 between the City of Pittsburgh and Harmar Township. Work includes installation of sensors, detectors, and cameras to detect wrong way drivers. If a driver enters Route 28 in the wrong direction, signs and lights will automatically activate to alert drivers and notifications will be sent to PennDOT’s Western Regional Traffic Management Center. Controller boxes, fiber optics, electrical components, cameras, signs, and lighting will all be installed within department right-of-way. All interchange exit ramps will be included along Route 28 between the Anderson Street ramp in the City of Pittsburgh and the Harmar/I-76/Route 910 (Exit 11) interchange in Harmar Township. There will be single-lane and shoulder restrictions through most of the project. Additionally, there will be future overnight closures and detours of three exits: northbound 31st Street Bridge/Strip District (Exit 2), southbound 40th Street Bridge/Lawrenceville (Exit 3A), and northbound Route 8 South towards RD Fleming Bridge/Sharpsburg (Exit 5A). Additional details will be provided in advance of the closures. The project is expected to conclude in the early spring of 2026. Power Contracting Company is the prime contractor.
