Paving Project on Route 428 in Venango County to Start Soon

A $4.7 million resurfacing project that will give motorists a smoother ride on nearly six miles of Route 428 in Oil City, Cornplanter and Oakland townships, and Sugarcreek Borough, Venango County is scheduled to start April 11, 2023.

The project will include paving of 5.79 miles of on Route 428 (Halyday Run Road) from Route 8 in Oil City to Cherrytree Road in Oakland Township. Work will also include drainage upgrades, guiderail updates, and the construction of two geosynthetic reinforced soil (GRS) retaining walls.

Construction is expected to begin April 11, 2023, weather permitting, and is expected to be completed by fall 2023.

During the construction of the GRS walls, traffic will be maintained with temporary traffic control signals for approximately four weeks.

During the remainder of construction, a minimum of one lane of traffic will be maintained using flaggers. Drivers should be alert for traffic pattern shifts and lane restrictions.

The contractor is IA Construction Corporation of Franklin, PA. The contract cost is $4,746,777.77, which is to be paid with 80 percent federal funds and 20 percent state funds.
