District 4 Projects - Wayne County

Damascus Township Substructure Replacements

Project Overview

County: Wayne
State Route: 1004 and 1002
Project Type: Bridge Substructure Replacements
Expected Construction Season: 2026

This project includes replacing the superstructure of the current bridge, including the deck and abutements. Additional work could include approach roadway reconstruction, guide rail upgrades, drainage improvements, grading, signing, pavement markings, and reconstruction of driveway tie-ins within the project limits. Two utility pole relocations are also anticipated to construct the project. Local access to driveways will be maintained during construction.

The structure is located on River Road over Calkins Creek in the village of Milanville.

The bridge has a sufficiency rating of 68.0, due to the poor condition of the deck and superstructure.

Public Meeting

The purpose of this public meeting is to gather feedback on two superstructure replacement projects on state-owned bridges in Damascus Township, Wayne County. One will be for the bridge that carries River Road (Route 1004) over Calkins Creek Project. The second is for the bridge that carries Calkins Road (Route 1002) over South Branch Calkins Creek.  See below for more information on each project.

The in-person public display meeting for both projects took place at:

Time: 6:00 PM to 7:00 PM
Date: Wednesday, June 21, 2023
Location: Damascus Township Building (60 Conklin Hill Road, Damascus, PA 18415)

The virtual plans display and comment form will remain online until July 3, 2023.

The purpose of the public meeting and virtual plans display is to introduce the project and the associated maintenance and protection of traffic during construction to receive public questions, comments, or other input regarding the project.

Traffic Control

Maintenance and protection of traffic during construction will include a single-lane, alternating pattern controlled by temporary signals during half-width construction. Pedestrians will be maintained during construction with a designated signal phase to allow them to safely cross the bridge on the temporary lanes.

Calkins Road (Route 1002)

The purpose of this project is to provide a safe passageway across the south branch of Calkins Creek. The existing structure has deteriorated and has reached the end of its service life.

The Route 1002-D52 project consists of replacing the existing single-span steel I-beam bridge supported on full-height concrete abutments with a single-span composite prestressed spread box beam bridge on full-height reinforced concrete abutments.

The reconstructed Route 1002 roadway (Calkins Rd) and structure will consist of two 11'-0" travel lanes with a 4'-0" left (southbound) shoulder and 6'-0" right (northbound) shoulder. The increased shoulder widths are recommended to accommodate truck turning movements around the intersection. The Route 1004/Route 1002 roadway (Milanville Rd) will also be reconstructed throughout the intersection and project limits.

Additional work includes but is not limited to approach roadway reconstruction, guide rail upgrades, drainage improvements, grading, signing, pavement markings, and reconstruction of driveway tie-ins within the project limits. Three utility pole relocations are also anticipated to construct the project. Local access to driveways will be maintained during construction.

Detour

A detour for Route 1002 (Calkins Road) will be required to perform the proposed work. SR 1002 traffic will use an 11.5-mile detour using all state roads, including Route 1009 (Boyds Mill Rd), Route 1007 (Butternut Flats Rd), Route 1019 (Butternut Flats Rd), and Route 1004 (Milanville Rd). It is anticipated that the detour will be in place for approximately 16 weeks during construction.
