Overnight Detour of Route 8009 Ramps A and B, from Route 4009 (10th Avenue) onto Route 36 (18th Street) for Mill Run Bridge Project in Altoona, Blair County, to begin June 23

The Pennsylvania Department of Transportation (PennDOT) is informing motorists of a planned overnight detour for Route 8009 Ramps A and B, from Route 4009 (10th Avenue) onto Route 36 (18th Street) for the Mill Run Bridge project in Altoona, Blair County, beginning Wednesday, July 23, 2025.    

The contractor will be closing and implementing detours of Route 8009, Ramps A and Ramp B, from SR. 4009 (10th Ave) onto Route 36 (18th St.) in the City of Altoona. Detours will be in place from 6:00 PM  Wednesday, July 23, to 6:00 AM Thursday, July 24. The detour will be continued overnight July 24 if necessary. 

Southbound traffic on Route 36 (Union Avenue) will exit at the 17th Street exit off Route 4009 (10th Avenue) and proceed along 17th Street to Margaret Avenue, turn right onto Margaret Avenue and proceed to Route 36 (Union Avenue/Broad Avenue).

Northbound traffic on Route 4009 (10th Avenue) will exit at 15th Street on the right and turn left onto 13th Avenue to the intersection with Route 38 (18th Street) and right onto Route 36.  

The work is part of the Mill Run Bridge project, slated to be completed during the 2025 construction season. Cottle’s Asphalt Maintenance, Inc., of Everett, PA, is the contractor for the $7,434,773.35 project, which includes the replacement of the bridge, installation of a left-turn lane from Route 36 onto 31st Street (City Street), improved drainage, and guide rail upgrades over 4.218 miles of roadway.   

As always, PennDOT stresses extra caution in all work zones. Motorists should drive slowly, eliminate all distractions, and stay alert for direction from advanced signage.  

Additionally, PennDOT reminds motorists that as of June 5, 2025, the "Paul Miller's Law" is in effect. This law prohibits the use of hand-held devices while driving, even while stopped temporarily due to traffic, a red light, or other momentary delay. Violation of this law is punishable by way of summary citations issued by any Pennsylvania Law Enforcement officer. We strongly urge motorists to make safe choices, put phones out of reach and don’t text and drive.
