Overnight Detour of Route 8009 Ramps A and B, from Route 4009 (10th Avenue) onto Route 36 (18th Street) for Mill Run Bridge Project in Altoona, Blair County, to begin September 2

The Pennsylvania Department of Transportation (PennDOT) is informing motorists of planned overnight detours of Route 8009 ramps A and B for High Friction Surface Treatment (HFST) as part of the Mill Run Bridge project in Altoona, Blair County, beginning Tuesday, September 2, 2025.    

The contractor will be closing and implementing detours of SR. 8009, Ramp A and Ramp B, from SR. 4009 (10th Ave) onto SR. 0036 (18th St.) in the City of Altoona. Detours will be in place from 6:00 PM to 6:00 AM from Tuesday, September 2 through Friday, September 5.      

Southbound traffic on Route 36 (Union Avenue) will exit at the 17th Street exit off Route 4009 (10th Avenue) and proceed along 17th Street to Margaret Avenue, turn right onto Margaret Avenue and proceed to Route 36 (Union Avenue/Broad Avenue). 

Northbound traffic on Route 4009 (10th Avenue) will exit at 15th Street on the right and turn left onto 13th Avenue to the intersection with Route 38 (18th Street) and right onto Route 36. 

HFST typically applied to roadways, including horizontal curves, intersections, and steep grades, to improve grip. The project also includes centerline rumble strips and pavement markings.   

The work is part of the Route 36 Mill Run Bridge project, slated to be completed during the 2025 construction season. Cottle’s Asphalt Maintenance, Inc., of Everett, PA, is the contractor for the $7,434,773.35 project, which includes the replacement of the bridge, installation of a left-turn lane from Route 36 onto 31st Street (City Street), improved drainage, and guide rail upgrades over 4.218 miles of roadway.
