Northbound Route 28 Off-ramp Overnight Closures Begin Monday in Pittsburgh

Additional intermittent ramp traffic stoppages for pavement marking installation work begin Monday night

Pittsburgh, PA – The Pennsylvania Department of Transportation (PennDOT) is announcing overnight ramp closures on northbound Route 28 in Etna Borough and the City of Pittsburgh, Allegheny County will begin Monday, September 22 weather permitting.

To allow guide rail, pavement marking, and sign installation work to occur the following ramps will close overnight according to the following schedule:

Northbound Route 28 to 31st Street Bridge (Exit 2)

  • Weeknights beginning Monday, September 22 through Friday, October 3 from 8:00 PM to 5:00 AM
  • Ramp traffic will be detoured

Northbound Route 28 to Route 8 South towards RD Fleming Bridge/Sharpsburg (Exit 5A)

  • Weeknights beginning Monday, September 22 through Friday, September 26 from 8:00 PM to 5:00 AM
  • Ramp traffic will be detoured

Northbound Route 28 to 31st Street Bridge (Exit 2)

  • From northbound Route 28, continue past the closed ramp
  • Take the left-hand off-ramp to 40th Street Bridge/Lawrenceville (Exit 3A)
  • Turn right onto the 40th Street Bridge
  • Turn right onto Butler Street
  • Continue onto Penn Avenue
  • End detour

Northbound Route 28 to Route 8 South towards RD Fleming Bridge/Sharpsburg (Exit 5A)

  • From northbound Route 28 take the left-hand off-ramp to Etna (Exit 4)
  • Continue on Butler Street
  • Turn right onto Freeport Street
  • Bear right onto Bridge Street
  • End Detour

Additionally, the following ramps will have intermittent traffic stoppages each night from 8:00 PM to 5:00 AM Monday, September 22 through Friday morning, September 26:

Northbound

  • Northbound Route 28 off-ramp to Chestnut Street
  • Northbound Route 28 off-ramp to East Ohio Street
  • Northbound Route 28 off-ramp to 40th Street Bridge/Lawrenceville (Exit 3A)
  • Northbound Route 28 off-ramp to Millvale (Exit 3B)
  • Northbound Route 28 off-ramp to Etna (Exit 4)
  • Northbound Route 28 off-ramp to Highland Park Bridge/Aspinwall (Exit 6)

 

Southbound

  • Southbound Route 28 off-ramp to I-279 North/East Ohio Street (Exit 1B)
  • Southbound Route 28 off-ramp to Fox Chapel Road/Waterworks Drive/Freeport Road (Exit 8)
  • Southbound Route 28 off-ramp to Harmar/I-76/Route 910 (Exit 11)

Schedule updates will be provided throughout the project as crews move work locations.

This $4.8 million safety project is located along Route 28 between the City of Pittsburgh and Harmar Township. Work includes installation of sensors, detectors, and cameras to detect wrong way drivers. If a driver enters Route 28 in the wrong direction, signs and lights will automatically activate to alert drivers and notifications will be sent to PennDOT’s Western Regional Traffic Management Center. Controller boxes, fiber optics, electrical components, cameras, signs, and lighting will all be installed within department right-of-way. All interchange exit ramps will be included along Route 28 between the Anderson Street ramp in the City of Pittsburgh and the Harmar/I-76/Route 910 (Exit 11) interchange in Harmar Township. There will be single-lane and shoulder restrictions through most of the project. Additionally, there will be future overnight closures and detours of three exits: northbound 31st Street Bridge/Strip District (Exit 2), southbound 40th Street Bridge/Lawrenceville (Exit 3A), and northbound Route 8 South towards RD Fleming Bridge/Sharpsburg (Exit 5A). Additional details will be provided in advance of the closures. The project is expected to conclude in the early spring of 2026. Power Contracting Company is the prime contractor.
