Clearfield, PA – The Pennsylvania Department of Transportation (PennDOT) updated drivers on the schedule for its South Atherton Street (Route 3014) project that stretches from Curtin Road to just north of Westerly Parkway in State College. The contractor plans to implement a new traffic pattern with the center (turning) lane closed and traffic passing through the work zone via the open right (travel) lane in each direction on Tuesday, May 21.
The contractor anticipated implementing a new traffic pattern on Friday, May 17, but the weather delayed this transition. Additionally, all traffic approaching Atherton Street from the side roads, businesses, or driveways will be prohibited from making left turns or straight-through maneuvers and will be required to turn right.
Motorists traveling through the work zone can expect the following the week of May 13.
Monday, May 20, through Thursday, May 23, one crew will work between Blue Course Drive and Railroad Street on sewer and waterline installation. Another two crews will work between Beaver Avenue and Westerly Parkway to adjust manhole covers and prep for final paving and topsoil placement. The contractor will shift traffic around the work zone, with one lane remaining open in each direction around the clock.
Crews will continue with full-depth reconstruction of the existing pavement between Logan Avenue and Center Lane. Flaggers in the roadway will provide traffic control. The contractor will set the traffic signal at the Westerly Parkway intersection to flash mode as necessary.
The contractor will not work on Friday, May 24, in observance of Memorial Day. However, it will keep all long-term traffic control measures and lane closures in place.
The contractor will keep one lane open to traffic in each direction when not working. A pedestrian detour with posted signage remains in effect at and around the Westerly Parkway intersection.
PennDOT expects the traffic to be reduced to a single lane in each direction between West Irvin Avenue and Center Lane until early June while the contractor completes drainage improvements through the work zone.
PennDOT urges motorists to pay attention to work zone and directional signage to enhance safety and keep traffic moving efficiently. Message boards alerting motorists to the construction zone and changing traffic patterns remain in place.

Overall work on the project includes roadway reconstruction, drainage improvements that include pipes and inlets, water and sewer lines, concrete curbing, sidewalks and detectable warning surfaces, pavement markings, traffic signals and supports, and miscellaneous items. HRI, Inc. of State College is the contractor on this $30.7 million project. PennDOT anticipates the contractor completing the project in the fall of 2024, but all work is weather and schedule dependent.
PennDOT reminds motorists that intermittent traffic stops are possible for short periods during work activities and urges drivers to use caution when traveling through the work zone. PennDOT also reminds drivers not to follow construction equipment into the closed lane and to use both lanes to the merge point to minimize traffic back-ups and shorten travel delays when approaching the work zone.
