PennDOT Announces Online Plans Display for Route 3009 (Corner Road) Project Near Mercersburg, Franklin County

Harrisburg, PA – The Pennsylvania Department of Transportation (PennDOT) invites the public to an online plan display regarding the Route 3009 (Corner Road) structure restoration project. This project is located over Licking Creek in Montgomery Township, Franklin County, approximately 4 miles southwest of Mercersburg.

The purpose of this project is to rehabilitate the existing bridge and provide continued safe and efficient crossing of Route 3009 (Corner Road) over Licking Creek.

The project involves the replacement of the beams and deck of the Corner Road bridge over Licking Creek. Substructure repairs, minor approach roadway reconstruction, along with guide rail, scour repair, pavement marking and signing updates will also be completed as part of the project.  A temporary stream diversion (cofferdam setup) will be constructed to complete the necessary substructure repairs on the existing abutments.  The proposed roadway curb to curb width will remain similar to the existing conditions with 11-foot lanes and 3-foot shoulders. 

The bridge will be closed for approximately 8 months to all traffic during construction. The detour will be approximately 3 miles using Blairs Valley Road, and Shimpstown Road, while the truck detour will be approximately 8 miles using Buchanan Trail (Route 416), Fort Loudon Road (Route 75), Clay Lick Road, and Shimpstown Road.

The project is currently in design and construction work is anticipated to take place in the 2027 construction season.

The purpose of the plans display is to introduce the project and receive public input regarding any questions or concerns with the project. It is also an opportunity for the public to review and comment on the project’s potential effect upon Cultural Resources pursuant to the Advisory Council on Historic Preservation’s 36 CFR Part 800 regulations implementing Section 106 of the National Historic Preservation Act.
