PA Motor Carrier Safety Advisory Committee

Mission Statement

To promote highway safety and support the commercial motor vehicle industry through advocacy, education, and collaboration.

Founding and Membership

The Motor Carrier Safety Advisory Committee (MCSAC) was established in 2001 by Act 21 of the State Legislature and amended in 2022 by Act 90 of the State Legislature.

The committee consists of 31 members:

  • Secretary of Transportation
  • Chairman of the Public Utility Commission
  • Chairman of the Pennsylvania Turnpike Commission
  • Commissioner of the Pennsylvania State Police
  • Majority and Minority Chairmen of the Senate Transportation Committee
  • Majority and Minority Chairmen of the House Transportation Committee
  • 23 public members
    • One representing the Pennsylvania Chamber of Business and Industry
    • One representing the Pennsylvania Chiefs of Police Association
    • One representing the Special Court Judges Association of Pennsylvania
    • Two representing the interests of independent truckers
    • Two representing the Pennsylvania Motor Truck Association 
    • One representing the Pennsylvania Manufactured Housing Association
    • One representing the Pennsylvania AAA Federation 
    • One representing the Pennsylvania Public Transportation Association 
    • One representing the Pennsylvania Bus Association 
    • One representing the Pennsylvania School Bus Association 
    • One representing the Pennsylvania Forest Products Association
    • One representing the interests of motor carrier drivers 
    • One representing the interests of bulk haulers 
    • One representing the moving and storage industry in Pennsylvania 
    • One representing the petroleum industry in Pennsylvania 
    • One representing the railroad industry in Pennsylvania
    • One representing the interests of local government
    • One representing the motor carrier manufacturing industry
    • One representing the interests of natural gas industry
    • One representing the interests of the coal industry
    • One representing the interests of the construction material transportation industry

Powers and Duties of the Committee

The committee has the power and duty to assess, evaluate, and recommend standards for the safe operation of motor carriers in this Commonwealth, including, but not limited to, the following objectives:

  1. Study the feasibility of improving highway safety and freight transportation on highways and develop a policy periodically on the most pressing issues facing motor carrier safety.
  2. Examine and recommend motor carrier safety initiatives for strategic plans of the department, the Pennsylvania Public Utility Commission, and the Pennsylvania State Police.
  3. Advise and comment on all phases of motor carrier safety activities being undertaken or financially assisted by the department and agencies of the Commonwealth.
  4. With assistance from the department, provide advice and recommendations to businesses, manufacturers, educational institutions, technology developers, the motor carrier industry, labor communities and local governments related to motor carrier safety.
  5. Develop and maintain a forum for the exchange of ideas, needs, objectives, plans and accomplishments related to motor carrier safety.
