Michael Altomari Jr.
Assistant Construction Engineer - PennDOT District 6

Michael Altomari is an Assistant Construction Engineer with PennDOT Engineering District 6.  He has worked with the agency for 22 years, and holds a Bachelor of Science in Electrical Engineering. He is currently working on two projects that he considers career highlights: the Schuylkill Banks Trail Cable Stay Suspension Bridge and the I-95 Section CAP / South Street Extension.

A musician at heart, drummer and trumpet player by choice, when Michael is not making noise, he help lead his son’s Boy Scout troop, helping the next generation learn confidence, skills, and a love of the outdoors. He is also a lifelong bowler with three 300 games under his belt.

Drew Ames
Environmental Policy and Development Division Chief - PennDOT

Drew is Chief of PennDOT’s Central Office Environmental Policy and Development Division. The division has 27 staff members who assist PennDOT Districts with nearly all aspects of project delivery that fall under the National Environmental Policy Act (NEPA) umbrella and environmental permitting. Drew’s undergraduate degree is from Pennsylvania State University, and he has a master’s degree in Community and Regional Planning from Temple University. He has been a NEPA practitioner for 29 years and a PennDOT employee for 15 years.

Katey Andaloro
Construction Utility Coordinator - PennDOT District 12

Katey Andaloro graduated from The Pennsylvania State University with a Bachelor of Science in Architectural Engineering. She has more than 15 years of construction and management experience in the commercial building industry, with career accomplishments spanning Healthcare, Institutions for Applied Research, Clear Rooms, Laboratories, Higher Education, Student Housing, and Luxury Private Residencies and Establishments.

In the summer of 2024, Katey shifted her focus from commercial buildings projects to utility coordination in the roadway industry.  She currently serves as the Construction Utility Coordinator for PennDOT District 12, a position she has held for the past 18 months. As this role is new to the Department, Katey plays a key part in shaping its direction and priorities. Her primary focus is mitigating utility-related delays during construction. She also tracks and manages utility relocations as projects transition from the Design Department to Construction Department, while supervising, documenting, and coordinating efforts with PennDOT’s Utility Partners throughout the construction phase.  

Lloyd Ayres
Bridge Engineer - PennDOT District 3

Lloyd graduated from Penn College in 2001 with a bachelor’s degree in civil engineering. He started his career in bridge design and then progressed to the District Bridge Engineer Position in 2010.  Lloyd enjoys all types of sports with his children and coaching them in baseball, softball, volleyball, football and basketball.    

Douglas Bagley
Project Manager - PennDOT District 9

Doug Bagley has dedicated 34½ years to PennDOT, building a career marked by versatility, leadership, and a deep commitment to public service. Throughout his tenure, he served 20 years as a project manager in the Design Division and spent seven years each in both the Maintenance and Construction Divisions, gaining a comprehensive understanding of infrastructure and project delivery from every angle.

In addition to his public-sector career, Doug is the owner of a small, full-service construction company that handles a wide range of residential projects. His business specializes in new home construction, additions, kitchen and bathroom remodels, window and door installation, siding, concrete work, and hardscaping. Known for his craftsmanship, reliability, and attention to detail, Doug brings the same work ethic to his company that has defined his decades of service at PennDOT.

Doug has been married to his beautiful wife for 33½ years, and together they have three children and three grandchildren. When he’s not working, he enjoys spending time with family and getting out on the golf course whenever he can.

Kelly Barber
Chief Engineer for Highway Administration - PennDOT

Kelly is the Chief Engineer of the Highway Administration within PennDOT.  Kelly has over 20 years of experience with the Department and has held multiple positions from Design Project Delivery work to Project Schedules, Specification and Constructability to her most recent position in the Engineering Automation and Services Division within the Bureau of Construction and Materials. Kelly has led the Department’s Augmented Reality, Unmanned Aircraft Systems including construction analytics, e-Ticketing and Design Collaboration efforts.  She has a Bachelor of Science degree in Civil Engineering and Master of Engineering in Engineering Science from Pennsylvania State University.  Kelly is also a registered Professional Engineer in Pennsylvania and Maryland.

William (Bill) Beaumariage
Assistant District Executive for Construction - PennDOT District 12

Bill Beaumariage serves as the Assistant District Executive for Construction at PennDOT Engineering District 12, where he leads a dedicated team of 70 professionals in overseeing the Department's construction activities across four counties. With over 34 years of experience at PennDOT, Bill has developed a deep expertise in both design and construction disciplines.

A 1992 graduate of the Pennsylvania State University with a Bachelor of Science degree in Civil Engineering, Bill is a licensed Professional Engineer in the state of Pennsylvania. Throughout his extensive career, he has held several key positions, including Bridge Design Squad Leader, Senior Project Manager, Portfolio Manager, Plans Engineer, Design Services Engineer, and Construction Services Engineer.

Bill’s broad experience and leadership have been instrumental in managing and executing a wide range of complex infrastructure projects, contributing significantly to the development and maintenance of the region's transportation systems.

Outside of work, Bill resides in Uniontown with his wife, Cindy. They enjoy spending time with their three grown children. An avid outdoor enthusiast, Bill’s hobbies include camping and hiking, reflecting his deep passion for nature and the outdoors.

Scott Benedict
Traffic Systems and TSMO Performance Unit Manager - PennDOT

Scott is the manager of the Traffic Systems and TSMO Performance Unit.  His team manages the systems PennDOT uses to manage traffic and share traveler information with the public and partners.  Scott focuses on using existing and emerging data, in conjunction with enhanced traffic management systems, to improve traffic operations within Pennsylvania.  His goal is improving the mobility and safety for PA motorists.  Scott has a computer science degree from Messiah University and joined PennDOT in 2021 after 15 years supporting the Department in a consulting role.

Joe Brenner
Director of Bridge Technology - Michael Baker International

Joe is a bridge engineer with over 18 years of working extensively with BIM and Digital Delivery initiatives. His unique experience includes development of modeling and digital delivery implementation for several state DOT’s including Michigan DOT, Ohio DOT, and Caltrans. Joe is currently supporting PennDOT’s Bridge Digital Delivery efforts including advertising the first IFC contractual model for bridges in the US. Joe has also been active in national research to move this initiative forward as part of the team delivering FHWA BIM for Bridges and Roadways project and currently delivering the AASHTO Pooled Fund on BIM for Infrastructure, TPF-5(480).

Brad Brumbaugh
Assistant District Executive for Construction - PennDOT District 9

Brad has been a PennDOT Assistant District Executive for Construction since 2012. His career with PennDOT has spanned 28 years in varying positions, including Design Project Manager, Senior Project Manager, and District Plans Development Engineer/Portfolio Manager.  Mr. Brumbaugh is currently leading multiple statewide initiatives, including the Redundancy & Low C/B Items in Construction Inspection Workgroup and the ADEC TCI-Construction Inspection Job Study/Specification Review Team.  He received a Bachelor of Science degree in Civil & Environmental Engineering from Pennsylvania State University and is a registered Professional Engineer.

Dillan Bujak
Senior Civil Engineer - PennDOT

Dillan is a graduate of Penn State University and is currently a Senior Civil Engineer in the Safety Engineering & Risk Management Unit.   He coordinates with District staff, Office of Chief Counsel, Office of Attorney General, and the Department of General Services regarding tort claims and risk management.  Dillan has performed site investigations at tort claim locations and provides training on perishable crash data collection and Risk Management/Tort Liability.

H. Dan Cessna
President - CDR Maguire Engineering

H. Daniel Cessna, P.E. is the President of CDR Maguire Engineering, since 2022, bringing over 30 years of experience in both the public and private sectors. His leadership experience spans the transportation and engineering markets—from project and program management, construction management and maintenance—to business development, client relations, and operations.

Prior to joining CDR Maguire, Cessna was a Senior Vice President for Michael Baker International, serving as National Practice Lead for Transportation and Regional Director of their Pennsylvania operations. He served 24 years with the Pennsylvania Department of Transportation (PennDOT)—his last 12 years (2005-2017) there as District Executive for District 11, where he was responsible for the State Transportation system in the Pittsburgh metro. He began his PennDOT career in District 10 in 1995 as a Civil Engineer Trainee, Civil Engineer Supervisor in Construction, Indiana County Assistant Maintenance Manager, Jefferson County Maintenance Manager, Assistant Construction Engineer, and ADE – Design.

Cessna is an adjunct professor at the University of Pittsburgh’s Swanson School of Engineering in Pittsburgh, PA. He is on the Board of Directors of the Associated Pennsylvania Constructors (APC) and is a Past President of the Engineers’ Society of Western Pennsylvania and the Pittsburgh and Mid-Allegheny Sections of the American Society of Highway Engineers.

He holds a Master of Engineering in Civil Engineering, and a Bachelor of Science in Civil Engineering from The Pennsylvania State University, as well as a Master of Business Administration from the University of Pittsburgh’s Joseph M. Katz Graduate School of Business.

Brian Crossley
Temporary Traffic Control Unit Manager - PennDOT

Brian is the manager of the Temporary Traffic Control Unit in PennDOT’s Bureau of Operations in Central Office. Brian’s roles include oversight and development of publications, policies and trainings related to work zones for the Commonwealth of Pennsylvania. Brian also serves as the Department's program manager for the Work Zone Speed Safety Camera program, the LaneEval work zone analysis tool, and assistant manager for the Department's LaneRez System. Additionally, he serves on several national work zone and technical advisory committees including the National Committee on Uniform Traffic Control Devices (NCUTCD). Brian has over twenty-eight years with the Department with most of that time (23 years) spent overseeing work zone safety and mobility.

Robb Dean
Assistant District Executive for Maintenance - PennDOT District 12

Robb has held numerous positions in district and county maintenance during his 21-year career with the PA Dept of Transportation. He currently serves as the Assistant District Executive of Maintenance for Engineering District 12, overseeing all transportation maintenance services in a four-county region in southwestern PA. 

Robb is a graduate of Penn State University, where he received a Bachelor of Science degree in Civil Engineering.  He is a registered professional engineer in Pennsylvania and resides in Fayette County with his wife and two children. 

Brad Dillman
Vice President of Engineering & Estimating - High Steel Structures

Brad is the Vice President of Engineering & Estimating at High Steel Structures, a structural steel fabricator based in Lancaster, PA. Brad is responsible for leading and directing the company's estimating efforts as well as the development of shop drawings, data and CNC programs for fabrication. Prior to joining the High Companies, Brad worked at Modjeski and Masters as a structural bridge engineer for over 13 years. Brad has Bachelor of Science degrees in Civil Engineering and Architectural Engineering from Drexel University, a Master’s Degree in Engineering Science from the Pennsylvania State University and a Master of Business Administration degree from Arizona State University.  He is a registered Professional Engineer in the Commonwealth of Pennsylvania and the State of Ohio.

Joshua Freeman

Joshua began working for PennDOT as a CET in District 1 and transitioned to the Bureau of Maintenance and Operations, Pavement Design Unit, at the end of the trainee program. OVer the past 18 1/2 yeas, he has built his career on creating and improving pavement design policies, procedures, specifications, and tools for efficiency and consistency.  As a key technical resource across 11 Engineering Districts, he is a dedicated mentor and educator who regularly provides technical training to ensure project delivery excellence and consistency in pavement design submissions.

Joshua holds Bachelor of Science Degrees in Mathematics and Engineering Science from Franciscan University of Steubenville, OH

When he isn't on stage or in the office, he is likely managing the complex logistics of a busy household. Married for 17 years, Joshua and his wife are the proud parents of four active children. His weekends are a whirlwind of the fine arts and athletics, ranging from school plays and percussion performances to soccer matches and swim meets. A die-hard Pittsburgh Steelers fan, he brings that same "Steel City" work ethic to every presentation.

Dan Gleason
Interstate Assistant Construction Engineer - PennDOT District 6

Daniel is an Interstate Assistant Construction Engineer in PennDOT District 6. Dan has worked for the Department for 22 years, prior to which, he studied Electrical Engineering Technology at Temple University. His current projects include work on the I-95 corridor such as GR8, BS2, BR3, and MB5, as well as on I-76 IMP to name a few. The highlight of his career is overseeing the work for emergency bridge collapse on 95 at Cottman Ave. as well as the emergency closing of 95 NB for the Conrail bridge hit. Dan’s projects have won Project of the Year Award PTC for the D-20 project and BR2. Outside of work Dan is an avid runner, participating in several marathons, 50k’s, 100 milers. He has run the Grand Canyon from the South rim to the North rim and back all in one day. Dan is a member of the PDW and D6 winter school committees.

Suresh Gutta, Ph.D., P.E.
Senior Geotechnical Manager - AGES Inc.

Dr. Gutta is a Senior Geotechnical Manager at AGES Inc. who has over 20 years of consulting experience in Geotechnical Engineering.  He specializes in managing complex and large transportation related projects for PennDOT and PTC.  His recent notable projects include the following: Lehigh River Bridges in D-6, Potters Mills Gap in D-2, Arnold City Interchange project in D-10, and New Baltimore Landslide and Mon-Fayette Expressway Section 53B for PTC.  His specialties also include shallow and deep foundations, retaining walls, landslide remediation, ground improvement, subsidence mitigation, mine seepage control, and ABR treatment etc.  Suresh graduated from University of Delaware with a Ph.D. degree in 2003 and is a registered Professional Engineer.

Rich Heineman
Stormwater Section Chief - PennDOT

Rich is the Stormwater Section Chief in the Bureau of Operations for PennDOT. In that role, Rich is responsible for the administration of the Department's statewide MS4 Permit, policy’s regarding Stormwater Control Measures inspections and maintenance procedures, and the Department's Stormwater Construction Compliance Management Program.  He has been employed with PennDOT since June of 2009 and previously held the positions of Asset and Performance Management Coordinator and Special Assistant to the Deputy Secretary for Highway Administration. He received a Bachelor of Science degree in Civil Engineering from Drexel University in 2009.

Derrick Herrmann
Chief of the Transformational Technology Division - PennDOT

Derrick Herrmann, P.E. is PennDOT’s Chief of the Transformational Technology Division. The division is responsible for serving as subject matter experts on emerging technologies ranging from Connected and Automated Vehicles, Electric Vehicles and Alternative Fuels, Artificial Intelligence, Advanced Air Mobility, and whatever the future may hold. The team is working on many initiatives to advance the Commonwealth’s position in deploying these technologies, spending much of its time administering PA’s National Electric Vehicle Infrastructure program and several other Federal grant projects. Derrick has 10 years of experience with PennDOT and is a graduate of Minnesota State University.

Harold S. Hill, P.E.

He is a Licensed Professional Engineer in Pennsylvania. Mr. Hill has worked for the department for over 33 years. For the first 17 years Mr. Hill has held various positions in the Design Division such as Civil Engineer Bridge, Assistant District Bridge Engineer, and District Bridge Engineer. For the last 16 years Mr. Hill headed up the Construction Division as Assistant District Executive in which he oversees all bridge and roadway construction projects in Luzerne, Lackawanna, Susquehanna, Wyoming, Wayne, and Pike Counties.

Mike Hoffecker

Mike Hoffecker has worked for PennDOT for 14 years and has a civil engineering degree from Penn State University.  He began his career as an inspector and has served various roles within PennDOT’s Construction Quality Assurance Division, where he currently is the CQAD Chief.  He is passionate about the future of PennDOT and the construction industry and looks forward to being a part of the collaborative effort to help solve the many challenges that we face.

In his spare time, you can find Mike begrudgingly walking his hyper dogs for miles each evening, yelling at a sporting event on TV, or running around the Pennsylvania Renaissance Faire with a turkey leg in hand. 

Jeremy Hughes, P.E.

Jeremy Hughes has been at PennDOT for about 18 years and was fortunate enough to spend most of them in the Bridge Unit. He was previously with a small consulting firm for 10 years working on local bridges, commercial and residential structures, site development, and the occasional wind farm.  Jeremy has two supposedly grown children.

Bill Laird
Associate Vice President and Roadway Section Manager - HDR

Bill Laird, PE, is an Associate Vice President and Roadway Section Manager for HDR in eastern Pennsylvania. He has been with HDR for the last 10 years and has 32 years in the transportation industry. Bill’s management experience encompasses a wide cross section of projects including interstate reconstructions, bridge rehabilitation/replacements, intersection projects multiple safety improvement projects across the Commonwealth. Locally, he recently managed the design of the SR 329, Cementon Bridge Replacement in Lehigh and Northampton Counties which is now in construction.

Bill graduated with a Bachelor of Science degree in Engineering from Widener University and is an active member of ACEC/PA and in multiple sections of ASHE. He is a proud father to 3 sons and lives in West Chester, PA with his wife of 30 years.

Kristin L. Langer, P.E.
Chief Bridge Engineer - PennDOT Bureau of Bridge

Kris Langer has a BS in Civil Engineering from Rensselaer Polytechnic Institute in Troy, NY.  She has been with the Department since 2008 but has 15 years of experience in bridge design and inspection from the consulting world prior to coming to PennDOT’s Central Office.

Kris was named Chief Bridge Engineer in September 2024. She and her talented Bureau of Bridges (aka BoB) have 3 distinct areas to assist with structure related topics-Design QA Section, Bridge Inspection Section and Structural Materials Division. Her personal areas of expertise lie in Concrete Design, Accelerated Bridge Construction, GRS-IBS structures, and Bridge Protective Fencing.

Kristin holds a vice chair position for AASHTO’s Committee on Bridges and Structures (COBS) Concrete Design Subcommittee. She also holds a seat on both the Loads subcommittee and Knowledge Management/Workforce Development subcommittee for COBS. She has been on 2 different NCHRP panels, given countless presentations on a variety of topics, and has a few published articles.

Kris lives in the Mechanicsburg area with her husband and daughter. Her hobbies include photography (landscapes and sport photos are her specialty-especially sunsets and her daughter’s snowboarding), boating and skiing with her family, cooking/baking and her unchecked shoe addiction.

Sebastian Lobo-Guerrero Ph.D., P.E.
Geotechnical Project Manager/Laboratory Manager - AGES, Inc.

Dr. Lobo-Guerrero has 21 years of experience in geotechnical engineering, specializing in the design of deep/shallow foundations, earth retaining structures and landslide stabilization. He currently serves as Geotechnical Project Manager/Laboratory Manager at AGES Inc. He has authored 100+ technical papers and presentations published in scientific journals, geotechnical magazines, and conference proceeding worldwide. He was co-author (and implementation instructor) of the State of Delaware LRFD Bridge Design Manual. He is a registered Professional Engineer.

Seth Marshall
Assistant Construction Engineer - PennDOT District 10

Seth Marshall graduated from the University of Pittsburgh at Johnstown with a Bachelor of Science in Civil Engineering Technology.  He has work in both the construction unit and bridge unit since he started for District 10 in 2011.  In 2024 he began his role of Assistant Construction Engineer for Armstrong and Clarion Counties.  He is also the ACE for the Dolby Street Safety Improvement Digital Delivery Pilot Project.

Michael McGuire
Consultant Project Manager - PennDOT District 5

Michael McGuire managed this project while serving as Consultant PennDOT Project Manager for multiple design contracts in Engineering District 5-0.  He held this role from 2007 to 2015 and from 2017 to 2026.  He has over 29 years of experience in the design and management of highway interchange projects, stormwater management, accelerated state bridges, design build projects, and federally funded grant projects.  For the SR 329 Cementon Bridge project, he was responsible for overall project management including design oversight, design review, internal and external coordination, project funding, assembling the bid package, coordination with contract management, and project oversight.

Mike graduated with a Bachelor of Science in Civil Engineering degree from Villanova University.  He is a proud father of 2 sons and lives in Ardmore, PA with his wife of 23 years.

Scott McMasters
BIM Manager - PennDOT

Scott brings over 24 years of highway design experience with PennDOT, where he has contributed to projects of varying scope and complexity. Over the past 6 years, he has developed extensive expertise in the OpenRoads Designer workspace and Infrastructure Cloud. Serving as PennDOT’s Subject Matter Expert and Design Lead in Digital Delivery for two years, Scott played a key role in advancing the department’s digital project workflows. He now applies that leadership and technical experience as the BIM Manager in the Digital Delivery Section.

Allen Melley

Allen Melley, P.E., is the Chief of Digital Delivery at the Pennsylvania Department of Transportation (PennDOT), where he has served for over 25 years. A licensed Professional Engineer in the Commonwealth of Pennsylvania, Allen earned his Bachelor of Science in Civil Engineering from the University of Pittsburgh.

Since the inception of PennDOT’s Digital Delivery Directive in 2019, Allen has led the agency’s efforts to modernize project development through innovative digital technologies. Under his leadership, the Digital Delivery team is responsible for the implementation and ongoing advancement of PennDOT’s digital initiatives, aimed at improving efficiency, collaboration, and project outcomes across the department.

Allen is a recognized leader in the field and has presented at numerous national conferences. He actively contributes to the broader transportation and engineering communities through service on several national and international committees focused on digital transformation and infrastructure innovation.

Kristin Mulkerin
Deputy Secretary for Planning - PennDOT

Kristin Mulkerin was named Deputy Secretary for Planning in December 2023. In this role she is responsible for directing the Pennsylvania Department of Transportation’s activities associated with the Center for Program Development and Management, the Bureau of Planning and Research and the Public-Private Partnerships Office.  In this role, she is responsible for collaboration with stakeholders to plan projects that balance community needs with regional, state, and federal requirements to maximize transportation investments in the commonwealth.

Kristin started with the Department in 1999 as a High School Co-op and continued as a college intern. In 2004 after earning a Bachelor of Science degree in Finance from Pennsylvania State University, Kristin joined the Department full time.  

Throughout Kristin’s career, she has held various transportation planning roles where she has worked closely with Pennsylvania’s Planning Partners to collaboratively develop and manage the Statewide Transportation Improvement Program.

As a lifelong resident of Lower Swatara Township, Kristin takes great pride in staying deeply rooted in the community alongside her husband, and teenage son.  

Lori Musto
Assistant District Executive for Maintenance - PennDOT District 11

Lori Musto has held numerous positions in both construction and maintenance during her 27-year career with the PA Dept of Transportation. She currently serves as the Assistant District Executive of Maintenance for Engineering District 11, overseeing all transportation maintenance services in a three-county region in southwestern PA.

Lori presently oversees a budget of $171 million and is responsible for the maintenance of over 2570 miles of state-owned roadway and 1800 bridges. District 11 Maintenance has a little over 500 employees, which includes Allegheny, Beaver, and Lawrence Counties and the Departments only tunnel organization with the Fort Pitt, Liberty and Squirrel Hill Tunnels. 

Prior to Lori’s career with the PA Department of Transportation, she served in the United States Coast Guard.  

Lori is a graduate of Penn State University, where she received a Bachelor of Science degree in Civil Engineering Technology.

Lori resides in Cranberry Township, PA with her daughter, Stephanie, and son, Tyler. 

John Myler
Senior Assistant Construction Manager - PennDOT District 11

John Myler is a Senior Assistant Construction Manager (SACM) in PennDOT’s District 11 (Pittsburgh). John has over 25 years of construction experience and has been with the Department for the last 21 years. During his time with PennDOT, he has been involved on numerous high priority construction projects in the Pittsburgh area. John has also served as a business lead in the Department’s Mobile Construction Initiative from its on set in 2013. He works directly with the Mobile Development Team in the development of numerous iPad applications for construction inspectors. John earned his B.S. in Civil Engineering from the Pennsylvania State University in 1999. He also serves as the Secretary on the AASHTO Innovative Construction Technologies Committee.

Jacob has worked for PennDOT District 10 for two years. He has spent the past year working as a Civil Engineer Supervisor with the Construction Unit as an Inspector-In-Charge. Jacob is currently in charge of the Rearick Road Bridge Digital Delivery Pilot project. He started as a Civil Engineer Trainee and earned my Bachelor of Science in Civil Engineering from The Pennsylvania State University.

Chris Norris, P.E. was appointed PennDOT’s Deputy Secretary for Highway Administration in June 2024, following more than 25 years of service with the Department. In this role, she oversees a workforce of over 8,000 employees responsible for the maintenance, design, and construction of all state‑maintained roads and bridges across the Commonwealth.

A registered professional engineer, Chris is a graduate of The Pennsylvania State University, where she earned a Bachelor of Science in Civil Engineering. She began her career in the transportation industry as a Consultant Construction Inspector and Supervisor in Northeast Pennsylvania, contributing significantly to projects such as the SR 81 Lackawanna Highway Industrial Project. She joined PennDOT in 1998 as a Civil Engineer Trainee in Engineering District 4‑0.

Throughout her career at PennDOT, Chris has advanced through a wide range of engineering and leadership roles in both district offices and Central Office. Her experience includes serving as Construction Quality Assurance Engineer, Construction Services Engineer, Special Assistant to the Chief Engineer, and Special Assistant to the Deputy Secretary. She also served as Acting District Executive in Engineering District 6‑0 before being appointed Director of the Bureau of Construction and Materials in 2015.

Outside of her professional responsibilities, Chris enjoys spending time at Raystown Lake, along with golfing, hiking, and working on home improvement projects. She especially values time with her husband, family, and friends.

Conner Park
Structural Control Engineer, PennDOT District 8

Conner is a 2016 graduate from Penn State University with a Bachelor of Science degree in Civil Engineering. Conner is originally from DuBois, PA and moved to the Harrisburg area in the fall of 2016 after accepting a position with District 8-0 in their CET Program. Upon completion of the CET program, Conner was assigned to the Structure Control Unit. Conner received his PE license in the spring of 2021 and worked his way up the ladder to the position of Structure Control Engineer for the District. Conner has been a part of numerous structure projects, both big and small, across District 8-0 as well as the District-Wide Bridge Maintenance Contracts. Conner lives in Mechanicsburg, PA with his wife, daughter, and two dogs. Conner enjoys everything outdoors and cheering on his Nittany Lions.

Robert (Bob) Pento, P.E.

Bob began his career with PennDOT in 1992 and has held a variety of engineering positions, primarily in traffic operations.  Since 2015, he has managed the Traffic Engineering and Permits Section which oversees statewide policy for general traffic engineering practices, Pavement Markings and Signing, Highway Occupancy Permits and Oversize/Overweight Hauling permits.  Bob is a graduate of Penn State University.

James Pruss, P.E. is the Assistant District Executive for Design at PennDOT Engineering District 9. He has over 28 years of experience with the Pennsylvania Department of Transportation and is a licensed Professional Engineer. In his current role, he provides leadership and direction for the district’s design program and helps move transportation projects from planning through construction.

Throughout his career, Jim has held several positions within PennDOT, including Civil Engineer Trainee, Planning and Programming Manager, Project Manager, Senior Project Manager, and Portfolio Manager. He has led teams delivering large and complex transportation projects, including major work along the US 219 corridor with construction costs exceeding $250 million. Jim holds a Bachelor’s degree in Civil Engineering Technology from the University of Pittsburgh at Johnstown and is committed to delivering safe, reliable transportation improvements for the communities PennDOT serves.

I graduated from Penn State University in 2005 with a bachelor’s degree in civil engineering with a structures emphasis.  I started my career as a bridge designer and certified bridge safety inspector working in the private sector.  I joined the Department in 2015 progressing through the bridge management group then getting promoted to the structure control engineer role.  In my free time I enjoy mountain biking, playing guitar and help coaching my kids in basketball and softball.

Mike is the Assistant District Executive for Construction (ADE-C) in PennDOT Engineering District 8-0. Mike was named ADE-C in June of 2024 after serving as the Construction Services Engineer. Mike oversees a team of over 100 employees in the Materials, Structures, Construction Services, and Construction Units. He has served PennDOT for the last 16 years.

Mike worked in the pipeline manufacturing industry before joining PennDOT in 2009 as a Central Office Civil Engineer Trainee. Upon completion of the trainee program, Mike worked in the Structural Materials Section until 2015 when he became and an Assistant Structure Control Engineer in District 8-0. Mike then accepted a position in the District 2-0 Construction Unit prior to returning to District 8-0 as an Assistant Construction Engineer in 2020

Mike has a Bachelor of Science Degree in Civil Engineering from the University of New Haven in West Haven Connecticut. He is a Certified Welding Inspector through the American Welding Society and a NACE Certified Coating Inspector – Level 3 through the Association for Materials Protection and Performance.

Mike has been married to his wife Becca since 2013 and is a proud father of his two kids Zach, and Lilly.

Paul A. Roman
President - Francis J. Palo, Inc.

Paul Roman is the President of Francis J. Palo, Inc. in Clarion, PA.  He holds a Bachelor of Science in Civil Engineering from Penn State University.  In 1981 Paul joined DuBrook, Inc. as a concrete technician, working his way through the ranks to become a Construction Department Manager. He joined Francis J. Palo, Inc. in 1988 as an estimator, growing his skills, roles and responsibilities to achieve his current role as President of the organization..

Married for 42 years to his wife beloved wife Kim, they have one daughter, Jessica, and a son, Jason who also works at Palo, Inc alongside his father.  In his off time, Paul is a baseball manager for amateur levels, enjoys Penn State and Pittsburgh sports teams, and spending time with his two grandchildren, Corbin (10) and Briggs (5).

Bryon S. Ruhl

Bryon is responsible for the administration of the Chapter 12 and Chapter 105 permitting program, the Departments environmental permitting program the Keystone Environmental ePermitting System (KEES).  Bryon is also the Wildlife Crossing Program coordinator. Prior to his current position, he worked at the Berks County Conservation District as the Urban Resource Supervisor for 11 years. In that role he reviewed and inspected NPDES permit submissions for the PA Department of Environmental Resources. He was also involved with the rewrite of the PaDEP Erosion and Sedimentation Pollution Control Program Manual. He received a Bachelor of Science degree in Environmental Resource Management from The Pennsylvania State University in 2000.

She earned both her Bachelor and Master of Engineering from Carnegie Mellon University.  Jennifer is a registered Professional Engineer.

Brenda Stouffer
Hydrology and Hydraulic Section Manager - PennDOT

Brenda Stouffer has been the manager of the Hydrology and Hydraulic Section in PennDOT’s Central Office since April of 2025. Ms. Stouffer is responsible for implementing and updating the statewide engineering policies related to hydrology and hydraulics. Ms. Stouffer works closely with PennDOT Districts to provide guidance and coordination on NPDES and Waterway permits. She is also part of the Keystone Environmental ePermitting System (KEES) business team.

Ms. Stouffer earned her BS in Civil Engineering Technology from the University of Pittsburgh at Johnstown. She worked for private consulting firms for over 17 years before she joined the Department of Transportation in 2019. She is a licensed Professional Engineer.

Kristen A. Swan
Constructability/Maintainability Schedule Manager - PennDOT

Kristen has worked for the Department of Transportation for over 30 years.  In her Current position as Constructability/Maintainability & Schedule Manager for the Bureau of Design & Delivery, she is responsible for the Constructability/Maintainability Unit in the Digital Delivery Section.  This unit provides administration of the project scheduling specifications, assists the Districts in Constructability/Maintainability reviews, prepares Pre-Bid CPM Construction Schedules, evaluates design schedules & contractor schedules for acceptance, coordinates with District and Central Office staff on time extensions & claim management, and provides CPM schedule, asta powerproject, and constructability training.

Prior to her current assignment, Kristen was a Project Manager at Engineering District 9.  She has a diverse background and has held several positions at District 9 throughout her career.  While she served as the District Transportation Enhancement Coordinator, she was also the Bike/Ped Coordinator and Open Plan Administrator.  Prior to that she was the District Regulatory Permit/H&H Coordinator in the Bridge Unit, a Civil Engineer within an In-House design squad and also the Construction Division.

Kristen’s background includes a Bachelor of Science Degree in Civil Engineering from the University of Pittsburgh where she concentrated in Structural Engineering and minored in surveying.

Brent began his PennDOT career with Engineering District 3-0 in 1992 as an Engineering Technician.  During the next 12 years, he progressed through various positions within the District’s Construction Unit to a Transportation Construction Manager 1.  In 2004, Brent accepted a position in the Bureau of Construction and Materials’ Construction Quality Assurance Division (CQAD) where he progressed through various positions to become the CQAD Chief.  In September 2024, Brent was selected as the Director for the Bureau of Construction and Materials.  He earned an Associate Degree in Architectural / Civil Engineering Technology from the Pennsylvania Institute of Technology.

Ryan VanKirk, P.E., brings over 28 years of dedicated experience in highway design and project delivery at PennDOT’s Bureau of Design & Delivery.  He began his career with PennDOT in 1997 as a Civil Engineer Trainee.  Upon completing the trainee program, he advanced through progressively responsible roles, including Project Development Engineer and Chief of the Bureau’s Project Development and Lettings Section.  Since November 2025, he has served as Chief of the Bureau’s Highway Design & Technology Division.  In addition, Mr. VanKirk has prior experience as a Highway Design Engineer on a diverse range of civil engineering projects with a Consulting Engineering firm.  He earned a Bachelor of Science degree in Civil Engineering Technology from the University of Pittsburgh at Johnstown and is a licensed Professional Engineer.

Brian Varmecky, P.E.

Brian is a project engineer with GFT Infrastructure, Inc in Mechanicsburg where he has worked for the past 18 years. He was born and raised in Johnstown and is a 2007 graduate from the University of Pittsburgh at Johnstown. Brian was on the design team for the current PennDOT Road Users Liquidated Damages worksheet in 2012 and continues to be involved with periodic updates and revisions of the worksheet.

After graduating from the University of Pittsburgh (Johnstown) in 2012, I worked for a paving contractor for a short period of time before joining PennDOT District 1-0 Construction Unit. Throughout my career at PennDOT I’ve been part of numerous projects with the department, varying from retaining walls, large truss bridge rehabs, standard single and multi-span structures, interstate look-a- likes, roadways diets, 3R projects, and many group projects.

Outside of my career at PennDOT, I enjoy spending time with family and especially my two kids.  We enjoy the outdoors and have several hobbies including riding quads, hunting, fishing, and camping.  My children also keep me busy with their various sports and activities that I enjoy being part of and coaching.
