The Route 3028 Section 007 culvert replacement project is located along Route 3028 (Rolling Road) over a Tributary to Back Creek in St. Thomas Township, Franklin County, approximately 2.5 miles southeast of St. Thomas. The purpose of this project is to replace the existing culvert and provide a continued safe and efficient crossing of Rolling Road over a tributary to Back Creek.
The existing corrugated metal pipe-arch culvert was built in 1948 at a 60-degree skew to the roadway. The maximum opening width is 14 feet, measured along the skewed opening.
The project involves the replacement of the corrugated metal pipe-arch culvert with a precast concrete box culvert. In addition to the replacement of the stream crossing, minor approach roadway reconstruction, along with guide rail, pavement marking and signing updates will also be completed as part of the project. A temporary stream diversion (cofferdam setup) will be required. The proposed roadway shoulder to shoulder width will remain similar to the existing conditions with 10-foot lanes and 3-foot shoulders. The new shoulders will be paved.
This section of Rolling Road has an average daily traffic volume of 195 vehicles per day (vpd).
The culvert will be closed to all traffic for approximately 6 months during construction. The detour will be approximately 3 ¼ miles using Rolling Road, Shields Road, Snider Road, and a small portion of Route 3012 (Jack Road). Please refer to the project’s Detour Plan graphic.
Overhead utilities are present at the site, and de-energization or relocation may be required to place the culvert.
The project is currently in design, and construction work is anticipated to begin in Spring 2027 and last approximately 6 months.
The purpose of the plans display is to introduce the project and solicit public input, questions, or concerns regarding the project.
The public comment period for this project is from July 7, 2025 to August 8, 2025.

Environmental
The project is located in a rural setting with terrain varying from level to rolling. Two quadrants surrounding the structure are primarily pasture and two quadrants are wooded. There are no bicycle or pedestrian facilities identified along this route. Other environmental efforts for the project include investigating historical, archeological, and aquatic resources as well as threatened and endangered species.
Utilities
There are overhead utilities in the vicinity of the project that may be impacted by construction.
Right-of-Way
Temporary and permanent right-of-way acquisitions are anticipated to allow the construction of the project.
Maintenance and Protection of Traffic
The culvert will be closed to all traffic for approximately 4 months during construction. The detour will be approximately 3 ¼ miles using Rolling Road, Shields Road, Snider Road, and a small portion of Route 3012 (Jack Road). Please refer to the project’s Detour Plan graphic.
Schedule and Cost
Overall construction is anticipated to last approximately 6 months during the spring, summer and fall of 2027 at an estimated cost of $1,400,000.
