Plans to Preserve 28 Bridges in the Northwest Region Remain Available for Public Input

Plans for a project to repair and fortify more than two dozen bridges in the northwest region against the possible effects of future flooding remain available for the public to view and provide comment through the Pennsylvania Department of Transportation (PennDOT) website.

The project includes work on 28 structures in Crawford, Erie, Forest, Mercer, Venango, and Warren counties.

Work will vary based on the needs at each location and will generally take place beneath or adjacent to the bridges, including activities like rock protection, streambed paving, concrete placement, repairs to deteriorated concrete, and removal, clearing and grubbing. Minor guiderail work is also included as needed. The proposed contract will include portions of the design to be completed by the contractor.

Temporary access roads may be needed at some locations. Construction may take place in various locations under or near each bridge. There is potential permanent and/or temporary right of way and utility impacts.

No roadway or drainage work is anticipated. No detours are expected in connection with the project.

The proposed project includes the following structures:

Crawford County (7 bridges)

  • Route 27 (Washington Street) over Little Sugar Creek, East Mead Township (two bridges).
  • Route 285 (Center Street) over Adsit Run, Greenwood Township.

There is section 4(f) involvement at three of the bridge locations:

  • Crawford County – Mystic Park Road over Oil Creek. There will be minor temporary impacts to the Oil Creek designated Water Trail. Impacts will be minimized by using an approved Aids to Navigation Plan.
  • Forest County – Route 666 over Little Minister Run. There will be minor, temporary impacts to the Army Corps of Engineers property. There will be no impacts to recreational areas.

Aids to Navigation waterway plans are proposed at two bridge locations:

  • Crawford County – Mystic Park Road over Oil Creek.
  • Erie County – Route 20 over Walnut Creek.

Construction is expected to be completed over multiple construction seasons. It is expected to start in 2026 and to be completed in 2029.

The anticipated construction contract cost is $2.5 million to $5 million, which is to be paid entirely with federal funds designated for diminishing the effects of natural disasters, such the areas near flood-prone bridges. Under the Bipartisan Infrastructure Law (BIL), the Promoting Resilient Operations for Transformative, Efficient, and Cost-saving Transportation (PROTECT) Grant program provides funding to ensure surface transportation resilience to natural hazards including climate change, sea level rise, flooding, extreme weather events, and other natural disasters through support of planning activities, resilience improvements, community resilience and evacuation routes, and at-risk coastal infrastructure.
