PennDOT Seeking Feedback for a Project to Replace the Dunn Valley Road Bridge in McKean Township, Erie County

The Pennsylvania Department of Transportation (PennDOT) invites the public to view the plans for a proposed project to replace the bridge that carries Dunn Valley Road over Elk Creek in McKean Township, Erie County.

The Pennsylvania Department of Transportation (PennDOT) invites the public to view the plans for a proposed project to replace the bridge that carries Dunn Valley Road over Elk Creek in McKean Township, Erie County.

The bridge is located on Dunn Valley Road (Route 4013) between the intersection with Oliver Road and the intersection with Hamot Road/Elk Creek Road.

The project includes replacing the existing steel bridge with a new concrete bridge. Work will also include minimal paving on each side of the bridge and updated guiderail and roadway paint.

Work is expected to occur in 2027 construction season.

A detour will be required during construction and is expected to be in place for approximately four months. The proposed 7.4-mile detour route uses Reichert Road (Route 4013), Flower Road/Oliver Road (Route 4008), Robison Road (Route 4024), and Route 19 (Peach Street).

The existing steel I-beam bridge was built in 1955. It is classified as poor condition and is posted with a 27-ton weight limit. Approximately 600 vehicles a day use the bridge, on average.

The information on the Dunn Valley Road Bridge Replacement, including a handout, digital plans, and an online comment form, is available online only. It can be accessed by visiting www.pa.gov/DOTdistrict1 and clicking on the View District 1 Projects button.

Those unable to access the information online may give feedback by contacting PennDOT Project Manager Mitchell Fabry at mifabry@pa.gov or 814-678-7353.

The purpose of the public comment period is to introduce the project and receive public input regarding any questions or concerns with the project. It is also an opportunity for the public to review and comment on the project’s potential effect upon Cultural Resources pursuant to the Advisory Council on Historic Preservation’s 36 CFR Part 800 regulations implementing Section 106 of the National Historic Preservation Act.

The National Register of Historic Places (NHRP) eligible Thomas Dunn House is located adjacent to the northwest quadrant of the project. Right of way will be taken from the Thomas Dunn property, however the PennDOT cultural resource professionals in consultation with the PA State Historic Preservation Office have determined the right of way take will not affect the qualities which make the Thomas Dunn House eligible for listing on the NRHP.  A Section 106 Effects Finding Form resulting in a No Historic Properties Affected determination has been filed with the PA State Historic Preservation Office.

The project documents will be made available in alternative languages or formats if requested. If you need translation/interpretation services or have special needs or have special concerns that require individual attention, contact Mitchell Fabry, PennDOT Project Manager, at mifabry@pa.gov or 814-678-7353.
