Project Overview
County: Lackawanna
Municipality: Scott Township
State Route: 347
Local Name: Justus Boulvard
Project Type: Structure Replacement
MPMS Number: 116760
Proposed Construction Start: Spring 2029
Proposed Construction End: Fall 2029
Last Updated: February 12, 2026
The purpose of the project is to provide a safe passageway for vehicles across Leggetts Creek.
The project consists of the replacement of the existing reinforced concrete slab with a precast concrete box culvert, on a similar roadway alignment. The replacement structure will accommodate 2 (two) 11’-0” travel lanes with 4’-0” shoulders per design standards. The permanent approach roadway work will include approximately 200 feet of reconstruction and shoulder widening south of the structure and approximately 600 feet of reconstruction and shoulder widening north of the structure.
Maintenance and protection of traffic during construction will include a short-term detour to replace one of the existing structures. The remainder of the roadway reconstruction and widening north of the structure will be completed during half-width construction controlled by temporary traffic signals.
It is anticipated that construction will begin in the Spring of 2029 and will be completed by the Fall of 2029.
Additional Project Information
Short-Term Detour Directions:
The Route 347 roadway will be closed to all traffic during the replacement of the existing structure over Leggetts Creek. A short-term detour (separate car and truck) will be put in place for approximately 10 days to complete the culvert construction. The remainder of the construction activities, including full-depth roadway reconstruction and guide rail improvements, will be completed during half-width construction controlled by temporary traffic signals. The truck detour route and car detour route will be posted as follows:
Car Detour:
Beginning on Route 347 (Justus Blvd) south of the project, the car detour starts by turning onto Route 1027 (Layton Road). Follow Route 1027 for approximately 2.0 miles until reaching Route 632 West (Commerce Drive). Travelers will turn left onto Route 632 West (Commerce Drive) and then continue for approximately 1.5 miles until connecting back onto Route 347 (Justus Blvd) for a total detour length of 3.5 miles.
Truck Detour:
Beginning south of the project, the truck detour starts by following US Business 6 (Scranton Carbondale Highway) for approximately 1.9 miles until reaching Route 247 (Wildcat Road). Turn left and follow Route 247 (Wildcat Road) for approximately 2.1 miles until reaching Route 632 West (Commerce Drive). Trucks will proceed onto Route 632 West (Commerce Drive) and then continue for approximately 2.7 miles until connecting back onto Route 347 (Justus Blvd) for a total detour length of 6.7 miles.
