Online Plans Display for the Hays Grove Road (Route 3011) Bridge Replacement Project in Penn Township, Cumberland County

Harrisburg, PA – The Pennsylvania Department of Transportation (PennDOT) invites the public to an online plan display regarding the Route 3011 (Hays Grove Road) bridge replacement project over Yellow Breeches Creek in Penn Township, Cumberland County. The purpose of this project is to maintain a safe crossing on Route 3011 (Hays Grove Road) over Yellow Breeches Creek.

The existing structure was built in 1914 and is a single-span reinforced concrete slab bridge supported on concrete abutments at a 75-degree skew. The existing structure features a 12-foot normal clear span with a 15-foot, 6-inch curb-to-curb width.

The proposed replacement structure will be a 15-foot by 4-foot precast concrete box culvert with precast end sections and Steel Rail bridge barrier (Pennsylvania 3-Rail). Additional work includes placing rock scour protection at the outlets, reconstructing the pavement along the roadway tie-ins, and installing Manual for Assessing Safety Hardware (MASH)-compliant guide rail. The pavement beyond the full-depth reconstruction limits will be milled and overlaid. The proposed bridge width will match the existing approach roadway widths, which features two (2) 10-foot lanes and 2-foot shoulders.

This section of Hays Grove Road has an estimated average daily traffic volume of 148 vehicles per day (vpd).

The potential 6.2-mile detour will use Route 3006 (Pine Road), Route 233 (Centerville Road), and Route 174 (Walnut Bottom Road). Access to all driveways within the project limits will be maintained during construction. Overhead utilities are present at the site and utility impacts are anticipated to accommodate culvert construction. Utility coordination is ongoing.

The project is currently in design, and construction is anticipated to begin in Spring 2028 and last until the Fall of 2028.

A digital version of the information will be available to view online, with the comment period through September 4, 2025.
