VFC Program

Information for Providers

The VFC Program provides federally purchased vaccines at no cost to enrolled private and public health care providers for immunizing eligible children.

Flu Prebook

The 2026-2027 Flu Prebook will open in PIERS on Monday, June 1, 2026, and will close on Friday, July 17, 2026. Providers will not be able to access or submit flu prebook orders in PIERS after July 17, 2026. Bureau of Immunizations (BOI) staff do not have the ability to submit a late flu prebook order on behalf of providers. Anyone who misses the deadline will have to wait until flu vaccines are made available for additional provider orders in October 2026, or earlier if possible. Notify the PA VFC resource account RA-pavfc@pa.gov immediately if you discover a mistake was made on your flu prebook submission.

A Quick Reference Sheet titled QRS – Flu Prebook that provides guidance on filling out and submitting the flu prebook order is available in PIERS under Reports in PA WEBIZ Forms and Resources. Providers will receive a notification in PIERS when 2026-2027 Flu Prebook is open. PIERS will also send periodic, automated reminders to providers who have not submitted their flu prebook order. Only one flu prebook order is needed per clinic.

Distribution of the influenza vaccine will most likely begin in September 2026, or earlier if possible. As with every influenza season, orders will be completed based on the supply of vaccine available. Providers who have prebooked large quantities of flu vaccine can expect to receive partial fulfillments of their prebook order until their full order has been filled.

To prepare for the upcoming Flu Prebook, please review the products that will be available for ordering as well as your organization’s formulary. Please order only the vaccines on your formulary and in your EMR.

VFC Pediatric Flu Vaccine

  • FluMist, NDC: 66019-0113-10, .2mL single dose sprayer – 10 pack, Ages: 2-49 years
  • FluLaval, NDC: 19515-0822-52, .5mL single dose SYR – 10 pack, Ages: 6 months +

Adult Flu Vaccine (available to order only for providers approved to use 317 funding)

  • Fluarix, NDC: 58160-0725-52, .5mL single dose SYR – 10 pack, Ages: 6 months +
  • Fluad, NDC: 70461-0026-03, .5mL single dose SYR – 10 pack, Ages: 65 years +

To ensure that providers can obtain an adequate amount of vaccine, please indicate the number of doses you anticipate needing through September 2026. We expect flu ordering to be available in PIERS in October 2026 for additional orders, or sooner if possible.

Please note that although VFC pediatric Fluad is not available to prebook, it will be made available for VFC ordering in October 2026, or sooner if possible. VFC Fluad is only for VFC-eligible 18-year-old solid organ transplant recipients on immunosuppressive drug regimens. Providers must include a comment with their order for VFC Fluad that confirms understanding of this highly specialized population.

How to Enroll

To enroll in the Pennsylvania VFC program, providers* must first review the Provider Policies and then complete the Pennsylvania VFC Provider Application.

The application has three required sections:

  1. Policy Acknowledgment
  2. Provider Agreement
  3. Provider Profile

Providers must submit each section in order.

  • After submitting the Policy Acknowledgment, providers will be automatically directed to the Provider Agreement.
  • After submitting the Provider Agreement, providers will be automatically directed to the Provider Profile.

All three sections must be fully completed and submitted before the enrollment application can be processed.

Due to limited funding, 317 adult vaccine funding will not automatically be approved for newly enrolled or reactivated eligible public providers. In rare cases, an exception can be considered where extreme need can be demonstrated by the eligible provider.

*Specialty care providers including, but not limited to, pharmacists and urgent care centers must meet at least one the following need-based criteria to be eligible to apply for the PA VFC Program:

  • located in, or able to serve, a Health Professional Shortage Area for Primary Care;
  • located in, or able to serve, a Medically Underserved Area;
  • located in, or able to serve, a geographic gap in VFC coverage (no other VFC providers within a 15-minute travel radius); or
  • Have already formed, or are in the process of forming, a partnership with a facility that serves VFC-eligible children and youth to provide on-site vaccine clinics at the facility. Qualifying partners include, but are not limited to, schools, youth detention centers, youth residential treatment centers, and residential programs for medically complex children and youth with special healthcare needs.

Please note, pharmacists, urgent care centers, and school-located vaccination clinics must agree to vaccinate all "walk-in" VFC-eligible children, in addition to meeting all general VFC requirements.

In order to complete the Pennsylvania Immunization Program Policy Acknowledgment Form and Provider Agreement, providers should be prepared with the following:

1.     Medical Director, Primary and Back Up coordinator should read the Pennsylvania Immunization Program Provider Policies found here below.

2.     Primary and Back Up coordinators both complete the 2026 You Call the Shots Modules 10 and 16 training modules and save training certificates as PDFs (four in total) to upload with application.

3.     Current certificates of calibration for all DDLs, including at least one back up DDL saved as PDFs.

4.     Current patient population broken out into the following groups:

a.  Total patient population under age one

  • Number of patients under age one that receive medical assistance
  • Number of patients under age one that are uninsured
  • Number of patients under age one that are underinsured
  • Number of patients under age one who are American Indian or Native Alaskan
  • Number of patients under age one that have private or commercial insurance

b.  Total patient population ages one through six  

  • Number of patients ages one through six that receive medical assistance
  • Number of patients ages one through six that are uninsured
  • Number of patients ages one through six that are underinsured
  • Number of patients ages one through six that are American Indian or Native Alaskan
  • Number of patients ages one through six that have private or commercial insurance

    c.  Total patient population ages seven through 18
  •  Number of patients ages seven through 18 that receive medical assistance
  • Number of patients ages seven through 18 that are uninsured
  • Number of patients ages seven through 18 that are underinsured
  • Number of patients ages seven through 18 that are American Indian or Native Alaskan
  • Number of patients ages seven through 18 that have private or commercial insurance

    d.  Total patient population age 19 and older
  •  Number of patients age 19 and older that receive medical assistance
  • Number of patients age 19 and older that are uninsured
  • Number of patients age 19 and older that are underinsured

Please note, the sum of the number of patients in each age group that receive medical assistance, are uninsured, are underinsured, or are American Indian or Alaskan Native should be less than the reported Total patient population in each age group one as these figures also includes the number of private patients.

Vaccine Ordering and Management

All PA Immunization Program immunization ordering is done through the Pennsylvania Immunization Electronic Registry System (PIERS). Each individual who will need to access PIERS is strongly encouraged to create a TRAIN account and register for a PIERS training workshop. To gain access to PIERS, individuals must complete a PIERS Business Partner registration.
