Roadway Improvement Project is Set to Begin on Route 414 and Blockhouse Road in Liberty Borough, Tioga County

Montoursville, PA – Motorists are advised a two-year road improvement project is set to begin next week on Route 414 near the intersection with Blockhouse Road (Route 2005), in Liberty Borough and Liberty Township, Tioga County.

Starting Wednesday, July 23, 2025, High Street (Route 414) will be closed in both directions between Route 15 and Block House Road, while the contractor, Glenn O. Hawbaker, begins the replacement of three retaining walls and drainage work. The limits of the closure will be restricted to the length of the retaining wall that is being replaced. Access to driveways will be maintained. 

A detour for Route 414 through traffic using Route 15 and Bloss Mountain Road (Route 2005) will be in place.

Motorists should be alert, expect delays in travel and drive with caution.

Glenn O. Hawbaker is the prime contractor for this two-year $6.2 million roadway improvement project. Work on this project includes drainage work on Route 414 (High Street/Water Street) and Blockhouse Road, roadway reconstruction, retaining wall, sidewalks, curbing, and resurfacing of 1.7 miles of Williamson Road. Work is expected to be complete in November of 2025, weather permitting. Motorists can expect a winter shut down between construction seasons.
