Online Plan Display for Route 914 (Swamp Fox Road) Bridge Rehabilitation Project in Franklin County

Harrisburg, PA – The Pennsylvania Department of Transportation (PennDOT) invites the public to an online plan display regarding Route 914 (Swamp Fox Road) bridge rehabilitation project over Interstate 81 in Guilford Township, Franklin County. The bridge is located one mile west of the intersection with Marion Road, and one mile east of Route 11 (Molly Pitcher Highway). 

The purpose of this project is to address the deteriorating condition of the bridge and to provide continued safe and efficient access on Route 914 over I-81.

The project includes replacing the neoprene strip seals at the three piers, modifying existing bridge barrier transitions, and constructing random stone slope walls at both ends of the bridge. Additionally, concrete repairs will be performed to repair deteriorated areas of the substructure. The existing structure is a 4-span prestressed concrete adjacent box beam bridge built in 1963.

The structure has a total structure length of 200 feet and currently carries two 12-foot lanes and 3-foot shoulders. The existing horizontal and vertical alignment will be maintained.  Additionally, the roadway will be milled and overlayed for approximately 125 feet along both the western and eastern approaches to the bridge. Guide rail will be updated in all quadrants before connecting to existing guide rail at the ramps.

Traffic is anticipated to be detoured during certain construction phases. The proposed eastbound detour route is approximately 9 miles long, and the westbound detour route is approximately 10 miles long. The duration of the detour is expected to be approximately 3-4 months.

The project is currently in design and construction is expected to take place in the 2027 construction season. The duration of construction is anticipated to last 6 months.

The public comment period for this project is July 2 to August 2, 2025. Hard copy plans will also be available for review at the Guilford Township Municipal Building during the dates listed above.
