On 11/15/2021 President Biden signed Public Law 117–58 the Infrastructure Investment and Jobs Act (IIJA), also known as the Bipartisan Infrastructure Law (BIL). The IIJA provides over $11.2 billion for national abandoned mine land (AML) programs over the next 15 years. Pennsylvania will receive $244.9 million annually for the next 15 years, or $3.7 billion over the life of the Program, to reclaim eligible pre-1977 AML and treat abandoned mine drainage.
Using project data from the federal Office of Surface Mining Reclamation and Enforcement’s (OSMRE’s) electronic Abandoned Mine Land Inventory System (e-AMLIS), IIJA guidance requires AML programs to provide a problem area description (PAD) list outlining states and tribes plan to conduct AML reclamation and remediation work during the five-year period of an awarded IIJA Program grant. This PAD list is intended to provide the public and government officials with preliminary spending plans for each state or tribe’s IIJA AML Program.
