Bureau of Permitting Coordination

The Bureau of Permitting Coordination leads the Department’s initiative to improve the  permitting process through strategic use of data and technology, customer feedback, and collaboration between central and regional offices.

The bureau oversees the newly created Streamlining Permits for Economic Expansion and Development (SPEED) Division and the Major Projects Permitting Division, formerly known as the Regional Permit Coordination Office. 

  • Major Projects Permitting Division (MPPD) reviews and makes decisions on construction stormwater discharges and stream and wetland encroachment permits for complex, cross-region projects, such as large-scale electric transmission projects and major economic development projects. The Division provides engineering and technical support and permitting assistance to regional offices and manages transportation related coordination with PennDOT and the Pennsylvania Turnpike Commission.  
  • SPEED - Streamlining Permits for Economic Expansion and Development Division was created in July 2024 in response to Act 54 of 2024, the law that provides an expedited review process for eligible permits. Through SPEED, permit applicants for select permits are able to use DEP-approved qualified professionals (QP) to conduct initial reviews of applications for expedited review. The SPEED Division is charged with coordinating SPEED permit submissions with the appropriate DEP Offices, managing the lists of approved QPs, managing QP selection process and the QP review fees.  The SPEED Division also tracks all SPEED related permits and associated QP review work.
