The Department of Environmental Protection now uses the Electronic Manifest (e-Manifest) system for hazardous waste manifest reporting. All hazardous waste manifests are required to be submitted to e-Manifest. As of January 22, 2025, Large and Small Quantity Generators of Hazardous Waste are required to have at least one e-Manifest certifier to comply with changes in response to the passing of the Final Third Rule. Pennsylvania’s Hazardous Waste Management Program incorporates changes to the federal regulations by reference under 25 Pa. Code § 260a.3(e). Therefore, when EPA publishes a Final Rule in the Federal Register pertaining to hazardous waste regulations, the effective date for that rule is also the effective date in Pennsylvania.
Important e-Manifest Changes
Starting December 1, 2025, the following items should be completed on RCRAInfo’s e-Manifest (click each for more information):
- Discrepancy Report
- Unmanifested Waste Report
- Exception Report
- Exports (search “Export”)
The Reporting and Fee Collection Division’s Information Services Section will no longer collect these items directly. Please use the e-Manifest system for proper and timely submission of these items.
